As a Technical Product Manager A/I, you will serve as a senior expert systems analyst. You will play a leading role in advancing USAi and accelerating trusted AI adoption across GSA and its partner agencies.

The Office of Enterprise Data and Privacy Management (IE) focuses on continually improving data and information management, privacy, and accessibility.

Duties

Help

  • Provides leadership in the design, development, and deployment of IT solutions leveraging current and emergent technologies and best practices.
  • Ensures the integration of all systems components; e.g., procedures, databases, policies, software, and hardware; planning systems implementation; and/or ensures the rigorous application of information security/ information assurance policies, principles, and practices to the systems analysis process.
  • Leads or advises with cross-functional teams at scale or in highly complex environments to develop IT services. Focuses team efforts towards current goals and priorities.
  • Navigates complex organizational relationships to bring stakeholders together around common goals.
  • Serves as a liaison to high-ranking stakeholders within GSA informing them of IT program activities, policies, and goals; clarifies procedures; and interprets directives as needed.

Qualifications

The GS-15 salary range starts at $147,945 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service.

Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-14 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

● Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
● Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
● Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
● Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

Specialized experience is defined as experience providing technical leadership in the development, deployment, and integration of complex IT solutions, while also managing project delivery for cross-functional teams. This includes systems analysis, translating requirements into technical specifications, and ensuring the integration of diverse system components (e.g., databases, APIs, security controls). Experience must also include navigating complex organizational relationships to bring stakeholders together.

Mastery of, and skill in applying, most of the following: interrelationships of multiple IT specialties; IT architecture; new IT developments and applications; emerging technologies and their applications to business processes; IT security concepts, standards, and methods; project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments.
  3. Expert skill in leading a multifunctional development IT project in systems analysis, design, development, and implementation for a new system or major enhancement to an existing IT systems including: identifying resource requirements; assigning tasks to project members; reporting progress; ensuring business partner and management involvement throughout the system analysis and development process; and coordinating the demonstration of new or enhanced applications to customers and management.
  4. Expert skill in building and maintaining positive business relationships with strategic partners throughout the product lifecycle. Skill in collaborating across boundaries to build strategic relationships and achieve common goals and to resolve sensitive IT issues.
  5. Expert skill in verbal communications to present recommendations to higher authority and to articulate complex technical requirements to technical and non-technical personnel; and present briefings to senior management officials on highly complex and/or controversial issues.
