Duties

Help

The primary purpose of this position is: To supervise and direct all traffic management functions performed by the Deployment and Distribution Flight. Provide effective management and directorship of the administrative, financial, and technical aspects of wing deployment operations, distribution of cargo, passengers, and personal property. Dictates all actions as the Installation Traffic Management Officer on behalf of the Wing Commander.

Duties:

  1. Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets, and adjusts short/long-term priorities, and prepares schedules for completion of work.
  2. Plans, organizes, and oversees the activities of the Deployment and Distribution (D&D) Flight.
  3. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors.
  4. Plans and directs all cargo movement traffic management functions and passenger travel and personal property shipment and storage activities for the installation and DoD assigned area of operation.
  5. Represents the Traffic Management Office and Deployment and Distribution Flight with a variety of installation and functional area organizations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Traffic Management Series 2130.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include knowledge of a wide range of traffic management principles, policies, practices., laws, regulations, techniques, and operations to include those concerning economics of transportation; commercial carrier operations and tariffs; hazardous. classified, extraordinary, and sensitive materials; and related areas such as storage, preservation, packaging, and US and foreign customs import/export requirements; Knowledge of logistics management operations that involve planning, coordinating, or evaluating contingency support, logistics readiness deployment and execution, war reserve materiel management, base/expeditionary support, sustainment, redeployment, mobility bags/small arms weapons, air terminal operations, ground transportation operations, and logistics command and control;Knowledge of federal and DOD regulations and guidance pertaining to cargo movement including shipment of hazardous cargo, arms, and ammunition.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of a wide range of traffic management principles, policies, practices., laws, regulations, techniques, and operations to include those concerning economics of transportation; commercial carrier operations and tariffs; hazardous. classified, extraordinary, and sensitive materials; and related areas such as storage, preservation, packaging, and US and foreign customs import/export requirements.
  • Knowledge of logistics management operations that involve planning, coordinating, or evaluating contingency support, logisticsreadiness deployment and execution, war reserve materiel management, base/expeditionary support, sustainment, redeployment, mobility bags/small arms weapons, air terminal operations, ground transportation operations, and logistics command and control.
  • Knowledge of federal and DOD regulations and guidance pertaining to cargo movement including shipment of hazardous cargo, arms, and ammunition,
  • Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
  • Ability to analyze, plan, and adjust work operations of one or more functional segments to meet program requirements and objectives within available resources. Ability to identify problems, develop and implement innovative detailed strategies to resolve a wide range of programming, budgetary, financial and management issues.
  • Ability to negotiate resolution of complex budget and financial execution issues. Ability to interpret and apply fiscal policy and financial rules, regulations, and procedures. Ability to execute complex projects and/or studies within established time constraints.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

AcqDemo Expanded Probationary Period for Supervisors and Managers: An additional supervisory probationary period of one year may be required when an employee is officially assigned to a different supervisory position.

This is an acquisition demonstration project position NH-03 equivalent to a GS-12 to GS-13.
