The incumbent plans, organizes, directs, staffs, carries out, reviews, and evaluates a positive, management oriented commissary operations program.
Collaborates with subordinate Store Directors to provide overall direction for implementation of Area plans, programs, policies, and procedures within the Zone, and to ensure high quality delivery of the benefit.
Implements initiatives to improve efficiency and reduce costs within the Zone, while continuing to sustain customer service and satisfaction metrics.
Works with Store Directors to focus marketing efforts to achieve an increase in overall savings to the customers and to increase sales.
Formulates effective strategies consistent with the business and competitive strategy of the Agency in a global economy.
Takes a long-term view and acts as a catalyst for organizational change; builds a shared vision with others, influencing others to translate the vision into action.
Recruits, develops, and retains a diverse, multi-skilled, and properly sized quality workforce in an equitable manner.

The incumbent is accountable and responsible for the assigned programs to include development, documentation, and operation of both internal processes and administrative controls.
Controls ensure that obligations and costs are in compliance with applicable laws, and that funds, property, and other assets are safeguarded against waste, loss, and unauthorized use or misappropriation.
Internal records ensure that revenue and expenditures are properly recorded and accounted for, permitting preparation of sound and reliable financial and inventory reports.
Builds and maintains a positive customer culture within individual stores and throughout the Zone.
Ensures that Store Directors maintain program excellence through the strength of their leadership.
Fosters teamwork and cooperation among Store Directors and their subordinate managers, as well as with their peers; works with commissaries within the Zone to implement improvements and to export those improvements across boundaries spanning more than one zone when appropriate.
Maintains positive relationships with local commanders on type and quality of service each store renders to patrons.
Guides and leads subordinate Store Directors in devising and implementing visionary plans, programs, and policies to enable commissaries to operate with optimum efficiency, economy, and a high level of customer service.
Gains acceptance and buy-in from middle management within the Zone on special initiatives, on selling the commitment to service excellence, and in communicating the Area and Zone service strategy.

Qualifications
You must meet qualifications and requirements by the announcement closing date. Your resume must clearly show that you meet the qualifications (i.e., specialized experience requirements) for the below grade level.
At the GS-14 grade level, you can meet minimum qualifications only through having the required specialized experience.
Specialized experience is demonstrated knowledge of retail procurement and distribution methods; principles, procedures, and techniques of retail food merchandising and retail food store management, and developments in commercial retail food store items, equipment, and practices. Examples of creditable qualifying specialized experience include:
Managing a commissary store, supermarket, or similar type of commercial retail food store.
Managing a department in a retail food store.
Planning, standardizing, or controlling operations in an assigned group of retail food stores.
Developing, interpreting, or applying policies, procedures, and operating standards for use in a retail food store.
Providing technical advice on merchandising and operational matters pertaining to grocery, meats, and produce supplies, as well as front-end operations.
You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Qualifications
One year of specialized experience equivalent to at least the GS-13 grade level.
You must also meet time-in-grade and time after competitive appointment requirements by the announcement close date.
Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks.
