The primary purpose of this position is: To serve as a command headquarters level senior air transportation
operations specialist as a POC and HQs AMC expert on air mobility operations in a chemical, biological, nuclear and
radiological environment, applying Air Force military rated aviator experience.
Applying Air Force military rated aviator experience serves as a senior command technical expert and focal point for air transportation operations policies, operations plans, requirements, and directorate of operations counter-proliferation issues.
Leads or participates as a command air transportation operations technical expert in interagency groups to resolve problems regarding air mobility operations in a chemical, biological, nuclear, and radiological environment and the associated issues.
As one of the command's expert air transportation operations project officers, applies a high degree of insight to isolate, identify, and define critical challenges to effective long-range air operational strategy concepts and plans.

Qualifications
In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Transportation Operations (2150)
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; mastery knowledge of Air Force transportation operations policies, concepts, principles and methodologies applicable to air transportation operations under peacetime and wartime conditions; expert knowledge of organizational missions, objectives, and procedures; the relationship with and support requirements of other program areas, and the regulatory framework in which the transportation operations program operate; expert knowledge of air mobility operations in chemical, biological, nuclear, and radiological environment; expert knowledge of the command air transportation operations systems, its capabilities and how it incorporates transportation requirements and operations if serving in a functional manager capacity otherwise a good sound working knowledge; mastery knowledge of Agency air transportation operations policies, plans and planning documents and publications, procedures and programs; extensive knowledge of air operations involving air assets, en route infrastructure, and employment of mission support forces; mastery knowledge of a wide range of qualitative and/or quantitative methods for assessment and improvement of program effectiveness or the improvement of complex management processes and systems; and military rated aviator (e.g., pilot, navigator) expertise as it applies to air transportation operations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of and skill in the applications of Air Force rated aviator (e.g., pilot, navigator) expertise as it applies to the
assigned air transportation operations area. Knowledge of air operations involving air assets, en route infrastructure,
and employment of mission support forces.
Knowledge of Department of Defense chemical and biological defense program with emphasis on USAF chemical,
biological, nuclear, and radiological counter-proliferation plans, policies, and initiatives.
Knowledge of Air Force and DOD air transportation operations policies, procedures, and programs as they relate to
command goals and objectives. Ability to evaluate the effectiveness of planning actions related to projected and actual
events. Knowledge of the relationship of the various command entities involved in air planning and execution of
military operations. Knowledge of a wide range of qualitative and/or quantitative analyses of data associated with the
transportation feasibility process.
Skill in designing and conducting comprehensive studies, and preparing/presenting solutions to especially broad,
important, and severe military operational and contingency areas. Ability to plan, organize and lead others in air
transportation operations studies or projects and to negotiate effectively with management to accept and implement
recommendations, where proposals involve substantial resources, and require extensive changes in established concepts
and procedures.
Ability to communicate effectively both orally and in writing, negotiates complex issues, andmaintains good working
relationships.
Knowledge of AMC weapon systems, aircrew requirements, equipment and training.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
