DUTY 1: Provides guidance to commanders, supervisors, and managers on a broad scope of performance management issues in coordination with ACC/A1 Civilian Personnel Section (CPS).The purpose of this position is toperform Civilian Personnel duties under the Mission Support branch in support of the wing's civilian personnelprogram. Servers as a Management Support Specialist with assignments that may be difficult, designed to provideexperience and training related to the support program and its sphere of operation within the 70th ISRW und AirForce Intelligence, Surveillance and Reconnaissance Agency (AFISRA).

DUTY 2: Serves as the Wing primary point of contact for Civilian Personnel services involving position management, staffing, placement, and classification.Provides input to local operating policy and internal procedures forimplementation of new/changed requirements.

DUTY 3: Serves as a civilian personnel program management specialist coordinating and implementing a myriad of civilian personnel program services for the 70th ISRW. Responsible for managing and maintaining the branch'sannual Budget. Oversees the Government Purchase Card (GPC) program within Mission Support and serves as theprimary Approving Official. Responsible for addressing issues concerning civilian payroll matters.

DUTY 4: Prepares written correspondence and other documentation.Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up.

Qualifications

This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of the principles, concepts, and methods of a professional or administrative occupation as previously described that has been supplemented either by (a) skill gamed through job experience to permit independent performance of recruiting assignments, or (b) expanded professional or administrative knowledge gained through relevant graduate study or experience, which has provided skill in carrying out assignments, operations, and procedures in the occupation that are significantly more difficult and complex than those covered by degree A-5, or (c) practical knowledge of a wide range of technical methods, principles, and practices similar to a narrow area of a professional field and skill in applying this knowledge to such assignments as the design and planning of difficult, but well-precedent projects.. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

COMBINATION OF EXPERIENCE AND EDUCATION:

AND

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of and ability to apply established rules, priorities, commitments, policies and program goals to respond to fluctuating workloads and perform more complex non-routine assignments
2. Knowledge of DoD and Air Force personnel systems and programs, relevant to administrative procedures, including researching, formulating, and providing guidance to other members.
3. Knowledge of DoD and Air Force funding policies and programs, relevant to budgetary procedures, including planning, programming, maintaining/recording, and execution of funds.
4. Ability to communicate effectively with others, both orally and in writing in working out solutions to problems or questions.
5. Ability to make authoritative judgements; and prepare effective analyses, briefings, and reports.
6. Knowledge of security practices and procedures for the protection of classified material

CONDITIONS OF EMPLOYMENT CONTINUED:

2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
