Duties

Help

  • Plans, researches, and conducts lecture and platform instruction (to include leading Seminar format small group practicum) for Professional Continuing Education (PCE) associated with CSAF and Joint Staff focused education development of Air Staff Planners and operational planning team members.
  • Develops and maintains courseware and student products consistent with current doctrine, operational theater and combatant command plans, and historical case studies to advance PCE exposure to operational design and Airpower Theory commensurate with Intermediate professional military education levels.
  • Provisions and sustains course management protocols through diet coordination with Major command training quota managers, Headquarters Air Force course sponsors, and individual student allocation quotas across a $5 million HAF Education requirements Board annual distribution.
  • Maintains and improves professional expertise and faculty development through attendance of technical courses (defense, joint, and service) in one or more areas of joint planning, (joint) information operations, command and control, Defense Logistics Planning, Expeditionary Warfare, Agile Combat Support, and Global Force Management and Planning.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft

  • A Master's degree in military history, sciences or logistics is desired
  • Previous experience in Component Numbered Air Force or Major Command or Air Staff is highly desirable

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery and management of a wide range of qualitive and /or quantitative methods and techniques making critical recommendations to higher level managers or directors for the assessment and improvement of education program curricula, knowledge of military command structure, missions, programs, and organizational relationships including various Air Force entities involved in overall planning and execution of warfighting operations and planning, conducting and analyzing studies that evaluate and predict program achievements and student performance and preparation of interpretation of results and recommendations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of history of military operations, doctrine, organizations and use of military aerospace power and knowledge of military operations, logistics readiness, cyberspace, information operations, or intelligence.
2. Knowledge of the instructional procedures, techniques and tools in developing educational sound lesson plans, and knowledge of accepted procedures, techniques and tools used in component and joint planning.
3. Knowledge of a broad range of principles, policies, and practices of military wartime planning to include: national security strategy, national military strategy, Joint Air Operations Planning, deliberate and crisis action planning, force structure, command relationships and general deployment and employment systems.
4. Skill in facilitating educational seminars to include guiding seminars through practical exercises and developing and presenting written and oral communications, educational lectures, and briefings in an effective manner.
5. Ability to flexibly adapt to changing course requirements due to internal and external influences and effectively present course material while achieving desired learning objectives.
6. Ability to communicate effectively, both orally and in writing, clearly, concisely and with technical accuracy, negotiate complex issues, and establish/maintain effective working relationships.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
