This position is assigned to the Credentialing and Privileging section, which is under the Chief of Staff service at the Jesse Brown VA Medical Center (VAMC) and is responsible for providing lead administrative, consulting, technical direction and support to the C&P Specialists, C&P Manager and to program operations. The C&P Lead Specialist is aligned to and supervised by the C&P Manager.

MAJOR DUTIES:

  • Serves as the lead C&P specialist providing oversight and input regarding compliance with VHA policies, directives, memos, notices, The Joint Commission (TJC)standards, recommendations by the Office of Inspector General (OIG) and Government Accountability Office (GAO) and other internal or external auditors and reviewers as appropriate.
  • Collects relevant data and making informed decisions to ensure qualified health care professionals are providing appropriate care in appropriate settings.
  • Assists the Manager with outlining the VAMC C&P Program goals and objectives, identifies risks, ensures training and education, and completes second level reviews as appropriate.
  • Serves as a consultant to the C&P Office Specialists, VAMC Leadership and the VISN C&P Officer when the C&P Manager is absent.
  • Serves as liaison and partner with Human Resources service programs for issues to include onboarding, provider exit reviews and assessments, privileging actions, and guidance related to clinical performance concerns.
Supervisory:
  • Identifies and presents to leadership the resources necessary for accomplishing the mission and function of the facility's C&P program;
  • Manages the C&P staff; sets and adjusts short and long-term priorities; assesses staffing needs; plans work to be accomplished; and ensures positions are appropriately manned to cover all program functions;
  • Develops, modifies, and/or interprets performance standards; outlines and explains performance expectations to staff; assigns and reviews work performed by subordinates based on priorities, consideration of complexity and requirements of assignments and employee skill level; evaluates work performance mid-year and annually, and provides regular feedback on employees' strengths and weaknesses;
  • Provides advice, counsel, and instruction to employees on work and administrative matters; serves as approving official for leave requests and approving official for credit card purchases and reconciliations;
  • Identifies developmental and training needs of employees;
Senior Program Advisor:
  • Serves as the primary consultant for the facility's C&P program; analyzes program audit results; interprets facility quarterly report card data;
  • Coordinates with Service Chiefs and service level administrative teams for annual Committee(s) review of clinical privileges and scope of practice forms;
  • Performs as the VAMC SME on the following topics, including, but not limited to credentialing of licensed independent practitioners (LIP) and Non-LIPs;
  • Provides SME guidance to VAMC leadership related to credentialing, privileging, adverse privileging actions, NPDB reporting, and SLB reporting.
  • Ensures national level reporting requirements are accurately completed including, but not limited to, quarterly security reports, quarterly accuracy certification of the Our Provider's website, and accuracy of the VA/DoD shared provider registry.
Quality Assurance:
  • Utilizes evaluation results to make suggestions and improve organization/program performance.
  • Performs internal reviews and audits of current systems and policies.
  • Performs quality assurance checks. Integrates systems thinking into practice.
  • Assists with developing, coordinating and recommending changes for the improvement of workflow in the program or section area.
  • Develops and utilizes analytical and diagnostic tools to identify, evaluate, and recommend to management techniques for developing new or modified work methods, approaches, or procedures for delivering effective services and customer service.
  • Performs other related duties within the C&P program.

Work Schedule: Monday through Friday, 8:00 AM to 4:30 PM.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/04/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience for this position consists of: experience in positions that required knowledge and skill in applying analytical and evaluative methods and techniques to studies concerning the efficiency and effectiveness of the facility's medical staff functions and C&P Program operations; comprehensive knowledge of pertinent laws, regulations, policies and precedents; accreditation standards and guidelines; knowledge and skill in interpreting, as well as staffing regulations/requirements for health care practitioners; ability to reconcile contradictory requirements in preparing staff recommendations and in coordinating clinical and administrative services; Skill in written communication to organize ideas and present findings in a logical manner for responses, reports, papers, presentations and meetings with a diverse group of employees and leadership; NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment: OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, obtained in an accredited college or university, or LL.M., if related, may be substituted for specialized experience to qualify for this grade 11, Program Specialist position. Ph.D. or equivalent doctoral degree must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. NOTE: TRANSCRIPTS REQUIRED. OR,
  • Combination: Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Program Specialist position that may be used to meet the experience requirements for this position. For example, nine (9) months of appropriate specialized experience equivalent to GS-09 (75 percent of the experience requirement for GS-11) and 2 years of successfully completed graduate level education. (50 percent of the required education, i.e., the applicant has year of graduate study beyond that required for the GS-09), would exceed the total requirement and be qualified for the GS-11 position. NOTE: Only education in excess of 2 full years of progressively higher-level graduate education may be used to qualify at the grade 11 level. TRANSCRIPTS REQUIRED.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is mostly sedentary. Occasionally, light physical effort may be required, such as that involved with walking, stair climbing, and carrying of light office items.

Working Environment: The work is performed in an office setting which requires normal safety precautions typical for offices and meeting rooms. The work area is adequately lighted, heated, and ventilated. The work may require travel.
