This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base Facilities and the Major Range and Test Facilities Base to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position will operate truck tractors with semi-trailers, full trailers, and buses to transport cargo and/or passengers safely located at the McAlester Army Ammunition Plant, which is a subordinate installation of JMC.

Duties

Help
  • Operate vehicles over public roads to transport passengers, hazardous or non-hazardous materials, and equipment in all traffic conditions.
  • Perform maintenance on vehicles in accordance with safety rules and regulations.
  • Assist with loading and unloading various cargo and materials.
  • Perform visual inspection of cargo to ensure vehicle capacity is not exceeded.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a Commercial Driver's License, Type A with Hazardous endorsement, handle munitions and explosives; transport one or more passengers on at least a weekly basis; and control and extinguish fires and/or perform rescue duties.
  • The position is covered by the civilian drug abuse testing program. Incumbent is required to sign a DA Form 5019-R, or DA Form 7412, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.
  • This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for the position.
  • Performs duties which involve the control, accountability and shipment of arms, ammunition and explosives. Incumbent must maintain Security Certification/Screening IAW AR 190-11.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Motor Vehicle Operator (Materials Handler) without more than normal supervision. Must possess the ability to perform common tasks including operating gasoline or diesel powered vehicles equipped with transmissions having four or more forward speeds. I can maneuver such vehicles when driving and backing in narrow or congested areas, between buildings and when positioning vehicles at loading docks or public roads and highways. I have the basic understanding of how to load and unload cargo. - Failure to meet this Screen out Element will result in an ineligible rating.

PHYSICAL EFFORT: Must be capable of moderate to heavy physical effort to load and unload items by hand and to operate hand and foot controls on vehicles and equipment.

WORKING CONDITIONS: Is required to work both inside and outside occasionally being exposed to bad weather conditions while loading and unloading vehicles. Drives in all types of traffic and weather. Is frequently exposed to the possibility of serious accidents.
