Key Career Positions are open to current, internal Air Force employees and AF DCIPS employees. Employees must sign a Memorandum of Understanding including Selection, Restriction, Outplacement, Tour and Mobility Agreement as a condition of employment. This addendum is effective 1 March 2014 and will be utilized upon incumbent's exit from the position and from that point forward whenever the position is filled.

Duties

  • DUTY 1: Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.
  • DUTY 2: Administers appointing and associated Title V authorities on behalf of the Commander for federal civil service personnel at an Air Force (AF) installation.
  • DUTY 3: Advises the Commander, key managers, and supervisors on the full range of civilian human resource management which includes requirements, accessions, development, sustainment, and separations.
  • DUTY 4: Integrates the objectives and requirements of civilian human resource management with allied and related programs which include but are not limited to finance and budget, manpower and organization, safety, security, staff judge advocate, EEO complaints and resolution, and mobilization planning.
  • DUTY 5: Supervises the staff of the Civilian Personnel Section. Directs, coordinates, and oversees work through subordinate supervisors and team chiefs. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters.
  • DUTY 6: Manages the Civilian Personnel Flight. Prepares budget requirements and executes the CPF budget which includes such items as travel, per diem, supplies, and equipment.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Human Resources Management Series 0201, under the Group Coverage Qualification Standard for Administrative and Management Positions for this position.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience include experience in the laws, rules, regulations, executive orders, policies, and concepts governing various federal disciplines associated with personnel management programs concerning position management, classification, recruitment and retention, compensation, employee relations, affirmative employment, awards and providing effective solutions to support organizational goals and objectives.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of the laws, rules, and regulations governing federal civilian personnel management.
  • Knowledge of civilian pay budget policies and procedures.
  • Skill in analyzing a wide variety of work force data to provide recommendations for improving the human resource management program.
  • Skill in written and oral communication to present issues and recommendations.
  • Ability to lead, manage, and supervise a moderate to large sized staff.
  • Ability to manage a human resource office (e.g., budgeting, space management, safety, etc.).

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

AcqDemo Expanded Probationary Period for Supervisors and Managers: An additional supervisory probationary period of one year may be required when an employee is officially assigned to a different supervisory position.

This is an acquisition demonstration project position NH-04 equivalent to a GS-14 to GS-15.
