The James A. Lovell Federal Health Care Center (FHCC) located in North Chicago, Illinois is the nation's only fully integrated facility that supports Active Duty Naval service members, Naval recruits, and our nation's Veterans. Our mission is to 'Ready Warriors and Care For Heroes'. With this, we are actively seeking a highly qualified, board-certified Physician to join our team.

The Chief Medical Information Officer (CMIO) will provide support to the facility staff (including both East and West campuses) and have supervisory responsibility for the Telehealth Program. CMIO serves as the principal liaison between Information Resources Management (IRM) Service for the Federal Electronic Health Record (FEHR) and clinical staff. The incumbent utilizes comprehensive knowledge of information technology to coordinate and facilitate the implementation of a wide variety of information technologies in support of clinical programs throughout the campus. This position will have an assigned panel of patients of at least 50% of the time and has responsibility for providing comprehensive, high-quality, cost-effective healthcare services and consultation to all patients.

Major Duties:

Clinical Domain

  • Assigned panel of patients of at least 50% of the time, providing comprehensive, high-quality healthcare services and consultation.
  • Acts as a consultant in the application of information technology to clinical practice.
  • Provides one-to-one learning labs as indicated and/or as requested.
  • Designs learning materials for use in clinical setting.
  • Facilitates use of the FEHR in the clinical setting.
  • Serves as a resource to clinical and IRM staff to promote use of the electronic medical record.
  • Acts as liaison between clinical and telehealth staff.
  • Serves as a consultant and mentor to clinicians utilizing the FEHR within and outside the hospital.
  • Monitors and facilitates use of clinical packages for documentation in the FEHR.
  • Support the patient's needs and coordinate their follow-up needs as appropriate with FHCC providers as required.
  • Reviews and follows up on diagnostic test results. Refers to specialty consultants.
  • Ensures instruction to the patient is based on identified learning needs. Assesses patient health status expectations. Utilizes motivational interviewing to guide patients to establish goals.
  • Participates in monitoring for and identifying clinical quality issues and is involved in implementation of corrective action when indicated.
Administrative/Professional
  • Maintains open and effective communication with all disciplines to identify needs, concerns and recommendations regarding the FEHR computer software/hardware.
  • Provides supervision related to the growth and development of staff including periodic performance feedback, annual evaluations and other supervisory duties as required.
  • Collaborates with Department Security Officer (DSO) coordinators, administrative Associates, clinicians, and other appropriate individuals to ensure that service-learning needs are met.
  • Contributes to the development and implementation of facility and VISN/BUMED goals and program plans.
  • Collaborates with counterparts in the Department of Veterans Affairs/Bureau of Medicine and Surgery/health care community on application of the advancing quality of the FEHR software for optimum delivery of patient care.
  • Analyzes user areas to determine procedural problems and FEHR deficiencies seeks resolutions, follows through with implementation and evaluates in terms of improved patient care.
  • Incorporates significant data from a variety of sources in identifying problems/issues in the FEHR.
  • Assesses knowledge and computer skill level of clinicians related to the FEHR.
  • Uses knowledge of the FEHR file structures to gather appropriate documentation.
  • Assists with maintaining computer security.
  • Trouble-shoots daily operating problems with software.

Work Schedule: Monday-Friday, 8:00AM to 4:30PM
Pay: Competitive salary, annual performance bonus, regular salary increases
Paid Time Off: 50-55 days of paid time off per year (26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year and possible 5 day paid absence for CME)

Qualifications

To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
  • Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
  • Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR
    [(2) Those approved by the American Osteopathic Association (AOA),OR
    (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences.
    Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs.
  • Proficiency in spoken and written English.
Additional Requirement:
  • Board certification.
  • A minimum of 3 years of supervisory/leadership experience.
Preferred Experience:
  • Experience with Oracle/CERNER or other EHR.
  • Prior experience as a CMIO.

Physical Requirements: To perform in a fully successful manner, the individual must have the physical ability to perform job-related duties which may require light carrying (under 15 pounds), reaching above shoulder, use of fingers, both hands required, walking (up to 1 hour), standing (up to 1 hour), and both legs required. In addition, there may be exposure to the following environmental factors: working inside and outside, working closely with others, and protracted or irregular hours of work. A health examination must be successfully completed prior to this assignment and periodically thereafter as required by the Occupational Health Clinic policy. There may be intermittent exposure to blood and body fluids.

Education

Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
  1. Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
  2. Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
  3. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
