The Medical Administration Officer, Chief of HAS, is responsible for planning, organizing, directing, controlling all program elements within HAS in support of the organization's business goals, and objectives. The programs include Administrative oversight of Medical Records, Medical Information, Transcription, ROI, Beneficiary Travel, Decedent Affairs, Bed Control, ER administrative support, Admissions, Veteran Eligibility, Means Testing, Patient Enrollment, Help Desk, Administrative Officers of the Day (AODs - management on off-tours), Telephone Operators, Bed Reporting Program with DOD, and all health administrative computer packages, i.e. Patient Information Management Systems (PIMS), Patient Care Encounter (PCE), Clinical Information Resource Network (CIRN), Automated Info Collection System (AICS), Patient Treatment File (PTF), Record Tracking, Claims Tracking, Master Patient Index (MPI), Scheduling - Database management, Electronic Wait List, Consult Management, Visit Tracking, Ambulatory Care Reporting Program (ACRR), AMIS, Statistics, VA Publications, Transfer List, Veterans Transportation Program, Clinic Profile Management, Scheduling Training, insurance capture, coding, scanning, etc.

Major duties include but are not limited to:

  1. Directs all program elements within Health Administration Service, including Health Information Management, Beneficiary Travel, Decedent Affairs, Bed Control, Emergency Department and inpatient unit administrative support, Health Benefits, off-tour/weekend administrative coverage (AODs), Ambulatory Care and Processing, and Clinic Profile Management.
  2. Applies the specialized principles and practices of health care management in directing and supporting a large and complex health care delivery system.
  3. Develops and implements local Health Administration Service policies.
  4. Ensures compliance with laws, rules, regulations, and policies relating to health care benefit programs and services for a health care delivery system.
  5. Provides technical advice and interpretation for new laws affecting the delivery of healthcare benefits to veterans.
  6. Administers operating programs and activities supporting benefits and services provided to veterans, their dependents, or beneficiaries.
  7. Advises facility leadership on Health Administration-related issues.
  8. Ensures effective integration of efforts/activities with other medical center operations and with community-based agencies and activities.
  9. Ensures that legal and regulatory requirements for veterans' health care are met.
  10. Ensures that laws, rules, regulations, and policies related to Health Administration functions performed outside of the service are followed as required.
  11. Establishes internal review systems and data validation requirements to assure that health benefits administration activities comply with agency and regulatory requirements.
  12. Develops both short and long-range policies and plans for the Health Administration-related needs of the medical center.
  13. Manages in-house functions related to the production of external revenue through third-party sources.
  14. Coordinates the establishment of goals, objectives, and short and long-range planning for Health Administration Service.
  15. Advises facility leadership of any potential/actual fund shortages and recommendations regarding funding or program adjustments.
  16. Acts in the absence of the Associate Medical Center Director, as requested.
  17. Participates with facility leadership in analyzing the broad and diversified implications of higher levels of authority, laws, regulations, and technological and administrative advancement trends.
  18. Provides data related to budget and expenditure estimates to facility leadership as requested.
  19. Initiates actions to reduce Health Administration operating costs without adversely affecting patient treatment.
  20. Directs the utilization of financial and staff resources within Health Administration Service.
  21. Monitors use of business resources for a complex service line.
  22. Serves on various committees locally, at the network level, and nationally.
  23. Provides technical advice and interpretation to facility managers and leadership for new laws affecting the delivery of health administration benefits to veterans.
  24. Other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/10/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

In addition to the time in grade requirement, the below qualification requirements must be met at the grade in which you are applying.

You may qualify based on your specialized experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-13 level, with progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. Experience must demonstrate the required application of the knowledge, methods, and techniques of an administrative healthcare professional managing a hospital, clinic or comparable healthcare facility. Specialized experience may have been gained in a hospital business office, medical center, clinic or similar environment where the applicant has knowledge, skills, and abilities to preform the following:

  1. Technical Credibility - Understands and appropriately applies principles, procedures, requirements, regulations, and policies related to specialized expertise.
  2. Financial Management - Understands the organization's financial processes. Prepares, justifies, and administers the program budget. Oversees procurement and contracting to achieve desired results. Monitor expenditures and uses cost-benefit thinking to set priorities.
  3. Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
  4. Organization Awareness - Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization.
