Duties

Help
  • If selected at the GS-09 or GS-11 levels, the below responsibilities will be performed in a developmental capacity.
  • Serves as a safety and occupational health advisor to the Troop Support Safety and Occupational Health (SOH) Manager.
  • Supports the agency’s safety and occupational health programs designed to eliminate human injury and property damage.
  • Monitors and surveys the execution of safety and health programs of Troop Support and provides implementation recommendations to management using Federal/DoD/DLA/State/Local safety policies and regulated program procedures.
  • Enables implementation of safety program requirements to prevent the accidental loss of resources and recommends measures to eliminate or control hazardous practices and conditions which may cause mishaps.
  • Executes the planning, monitoring, and ongoing evaluation of the organization’s Safety Management System and Safety Programs.
  • Develops and presents safety training/awareness.
  • Reviews proposed equipment requests and construction drawings of facilities to ensure inclusion of necessary safety features.

Qualifications

To qualify for a Safety and Occupational Health Specialist, your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-09 level, applicants must possess one year of specialized experience equivalent to the GS-07 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

GS-09

  • Assisting in utilizing some regulations, laws, standards, principles, practices, and techniques (Occupational Safety and Health Act (OSHA), Department of Transportation (DOT), Environmental Protection Agency (EPA), etc.) to support a SOH program.
  • Identifying some hazards arising from warehousing, transportation equipment, maintenance, testing laboratories, chemicals, shipyard, petroleum/pipeline facilities and construction renovations, modifications and/or new construction.
  • Assisting with planning and organizing a fully developed safety and occupational health program and assisting with advising key managerial personnel on courses of action affecting facility operations, work processes, and environmental conditions which impacts the safety and efficiency of personnel.
GS-11
  • Utilizing various regulations, laws, standards, principles, practices, and techniques (Occupational Safety and Health Act (OSHA), Department of Transportation (DOT), Environmental Protection Agency (EPA), etc.) to provide advice in support of a complex SOH program.
  • Identifying or eliminating some hazards arising from warehousing, transportation equipment, maintenance, testing laboratories, chemicals, shipyard, petroleum/pipeline facilities and construction renovations, modifications and/or new construction.
  • Planning, organizing, and coordinating a fully developed safety and occupational health program and assisting with advising key managerial personnel on courses of action affecting facility operations, work processes, and environmental conditions which impacts the safety and efficiency of personnel.
  • Assisting with reviewing established construction practices related to flooring, roofing, foundations, interior electrical wiring, commercial and industrial structures, to identify actual and potential hazards and explain the need for reapplying specific measures where unsafe conditions are identified.
GS-12
  • Utilizing various regulations, laws, standards, principles, practices, and techniques (Occupational Safety and Health Act (OSHA), Department of Transportation (DOT), Environmental Protection Agency (EPA), etc.) to provide technical advice and guidance in support of a complex SOH program.
  • Identifying, eliminating or controlling hazards arising from warehousing, transportation equipment, maintenance, testing laboratories, chemicals, shipyard, petroleum/pipeline facilities and construction renovations, modifications and/or new construction.
  • Planning, organizing, directing, coordinating and evaluating a fully developed safety and occupational health program and advising key managerial and executive personnel on courses of action affecting facility operations, work processes, and environmental conditions which impacts the safety and efficiency of personnel.
  • Reviewing established construction practices related to flooring, roofing, foundations, interior electrical wiring, commercial and industrial structures, to identify actual and potential hazards and explain the need for reapplying specific measures where unsafe conditions are identified.
  • Identifying the common deficiencies found in assigned workplaces pertaining to industrial hygiene, safety engineering, and fire protection.
B. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must possess:

GS-09
  • Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. This graduate education must have major study in one of the following -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

GS-11
  • Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. This education must have major study in one of the following -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
C. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-09 and GS-11 and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-09 and GS-11.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands
Work requires some physical exertion, such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities. May require lifting of moderately heavy items, such as record boxes and supplies. This requires above average agility and physical dexterity to manipulate, access, or view desired components or locations. Required to were personal protective equipment.

Work Environment
Work involves frequent inspections and on-site visits of depot and industrial facilities at both CONUS and OCONUS locations which involves regular and recurrent exposure to hazards and discomforts such as moving machine parts, irritant chemicals, acid fumes, physical stresses, high noise levels, adverse weather conditions, varying terrain, and high temperatures. Protective equipment and clothing is needed as required by the assignment.

Drug-Free Workplace Policy

The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.
