This position is located in the Office of the Chief Data Officer, Office of Technology and Innovation, Office of Inspector General (OIG), Department of Homeland Security (DHS). The mission of the OIG is to conduct and supervise audits, investigations, and inspections and evaluations relating to the programs and operations of the Department. OIG conducts oversight to examine, evaluate, and comment on these operations and activities to recommend ways for the Department to carry out its responsibilities in the most effective, efficient, and economical manner possible.

Being a Supervisory IT Specialist makes you a valuable member of the OIG, Office of Innovations, Office of Technology and Innovation, Office of the Chief Data Officer team. You will serve as the principal advisor to the OIG CDO, responsible for the overseeing the day-to-day activities of OIG's data management program. Typical assignments include:

  • Oversee data and information sharing governance by facilitating the Data Governance Board for internal data and coordinating with other bodies across DHS for data access. Manage the delivery of DHS data that are prioritized to enhance analytical processes that meet mission requirements. Analyze, evaluate, and verify information sharing agreements and provide options for sharing with internal and external U.S. Government partners. Negotiate with interagency partners to acquire new data sets required to advance DHS OIG mission success by leveraging DHS data as a strategic asset.
  • Manage and automate appropriate oversight controls of data accessed, stored, or analyzed by technology applications to ensure appropriate use and sharing of data. Identify and evaluate new technology solutions for improving the collection and use of data. Lead modernization of technical infrastructure to support data management, analytics, and to enhance data value at appropriate cost. Lead and integrate data lifecycle management activities and data quality measures for all data held by OIG.
  • Develop and oversee all data standardization related activities to include the preparation, extraction, provisioning, protection, and dissemination of data collected or maintained by OIG. Ensure that OIG-held data conforms to specific policy-related activities and, to the extent practical, with data management best practices. Responsible for ensuring OIG's compliance with data management policies and managing data exchange development, metadata standards and compatibility with emerging web data standards. Oversee OIG data assets and inventory to ensure data is available, reliable, consistent, accessible, secure, and timely to support the mission and activities of OIG.

Qualifications

For this position, all individuals must have IT-related experience demonstrating each of the three competencies listed below.

You qualify for the GS-15 grade level if you possess one year of specialized experience at the GS-14 grade level in the Federal service. Specialized experience at this level includes:
  • Mastery of enterprise data management principles, including data governance, metadata standards, data quality, data lifecycle management, and secure information sharing architectures within large, complex federal environments.
  • Expert knowledge of Federal data policies, including Federal Data Strategy, DHS data governance frameworks, privacy, civil liberties, and inspector general oversight requirements.
  • Advanced knowledge of IT systems integration and modernization, sufficient to lead large-scale data infrastructure transformations supporting analytics platforms and interoperable information-sharing environments.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
