The Lead Biomedical Equipment Support Specialist (BESS) works in support of the Biomedical Engineering Department by managing workload among assigned employees. Additionally, the Lead BESS provides clinical and administrative support to staff, patients, and administrators for all matters of concern relating to the facility wide lifecycle management of medical equipment.

Help

Major duties include, but are not limited to:

  • Lead assignments BESS must spend at least 25% or more of their time performing lead duties. In addition to the duties of an FPL BESS, they support the biomedical engineering management team. They work with the supervisor to distribute and prioritize work among employees, monitor progress of work assignments, and revise schedules to meet workload demands. Lead BESSs assist technicians with repairs and resolutions. They analyze data and prepare reports and plan, implement, and provide technical and project oversight for medical equipment and clinical systems.
  • Lifecycle management of all medical systems such as imaging, life support, dialysis, and monitoring to include physical and network support. Completes both routine and complex assignments involved in the installation, maintenance, modification, troubleshooting, repair, and calibration of these complex therapeutic, diagnostic and life support medical devices and systems. Coordinates and works effectively with other facility support departments including but not limited to Facilities Management Service (FMS), Office of Information Technology (OIT), Sterile Processing Service (SPS), and Environmental Management Service (EMS).
  • Identifies, distributes, and prioritizes workload among employees in accordance with established workflow and/or job specializations. Revises work schedules to meet anticipated and unanticipated changes in the workload. Assigns daily work to staff, establishing priorities based on workload related to BESS and ensures that each employee has an integral role in developing the final team product.
  • Reviews progress of work assignments modifies as needed and checks completed work for accuracy. Ensures SOPs and standards are followed.
  • Performs advanced testing and troubleshooting of medical devices and systems involving their interfaces and connections to information systems either directly or through the facility's hardwired and wireless networks. Adheres to Medical Device Isolation Architecture (MDIA) Guidelines in both pre-procurement and during system implementation.
  • Documents all work performed in the computerized maintenance management system (CMMS). This documentation is completed in accordance with regulatory body requirements, Healthcare Technology Management (HTM) Documentation of Services guidelines and other organizational requirements.
  • Implements the Biomedical Section training program, in-house cross training, and vendor training, to ensure that technicians are kept abreast of the changing technology as effectively as possible within the available resources.
  • Investigates, remediates and documents recalls and safety alerts within established timeframes. Participates in local safety improvement processes such as Root Cause Analysis (RCA), safety work groups, and Environment of Care Rounds.
  • Provides training and education as appropriate to medical technology end users and clinical staff.

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education, Experience, or Certification.
    • (1) Associates or higher degree in the biomedical technology or biomedical engineering field; OR
    • (2) Associates or higher degree in electronics, a field of information technology, or engineering (other than biomedical engineering) AND 1 year of creditable experience; OR
    • (3) Completion of the Department of Defense (DOD) biomedical equipment technician training program; OR
    • (4) Completion of a DOD training program in repair and maintenance of electronic systems or information technology AND 1 year of creditable experience; OR
    • (5) Completion of a biomedical engineering technician or Healthcare Technology Management (HTM) certificate program that included an internship or apprenticeship; OR
    • (6) Completion of biomedical engineering technician or HTM certificate program that did not include an internship AND 1 year of creditable experience; OR
    • (7) Hold or having ever held certification as a Certified Biomedical Equipment Technician (CBET), Certified Radiology Equipment Specialist (CRES), Certified Laboratory Equipment Specialist (CLES), or Certified Healthcare Technology Manager (CHTM). Continuous maintenance of certification is not required throughout VHA employment.
  • Foreign Education. To be creditable, education completed outside the U.S. must be deemed at least equivalent to that gained in a conventional U.S. program by a private organization specializing in the interpretation of foreign educational credentials.
  • Physical Requirements. See VA Directive and Handbook 5019, Employee Occupational Health Service for requirements.
  • English Language Proficiency. Candidates must be proficient in spoken and written English in accordance with 38 U.S.C. ยง 7403(f).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:

GS-12:
Experience.
One year of creditable experience equivalent to the next lower grade (GS-11). Experience would include manage medical equipment and clinical systems including installation, planned maintenance, troubleshooting, repair, calibrations, electrical safety inspections, patient safety, cybersecurity, and decommissioning; plan, implement, and provide technical and project oversight for medical equipment and clinical systems; develop technical requirements, draft requests for proposal (RFP) language, sole-source justifications, and statements of work (SOW); serve as a Contracting Officer Representative (COR) or Contracting Officer Technical Representative (COTR) to purchase medical equipment, maintenance and repair contracts, and facility projects; consult with and advise clinical and administrative staff in evaluating medical equipment and clinical systems; provide instruction and guidance to end users on proper use and care of equipment including operator-level maintenance of equipment and accessories.

Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs:
  • Skill in managing projects involving medical equipment and clinical systems.
  • Skill in resolving customer concerns.
  • Ability to comply with standards for safe operation of medical equipment and clinical systems including National Fire Protection Association (NFPA), Food and Drug Administration (FDA), Nuclear Regulatory Commission (NRC), the Joint Commission (TJC), and the Association for the Advancement of Medical Instrumentation (AAMI).
  • Ability to lead staff in managing daily work assignments and priorities.
  • Ability to mentor staff in professional and technical development.
  • Ability to analyze data to monitor overall program effectiveness.

Preferred Experience:
  • 5 years experience as a BESS
  • Familiar with Nuvolo
  • Competency with entering 2237 purchase orders

The full performance level of this vacancy is GS-12.
