This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range & Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: The Anniston Army Depot is located in Anniston, Alabama in the foothills of the Appalachian Mountain chain halfway between Atlanta, GA and Birmingham, AL off Interstate 20. The Depot is the largest employer in Calhoun County.

Duties

Help
  • Plans work to be accomplished by subordinates, sets priorities, and establishes schedules for work completion.
  • Assigns work to be completed by subordinates based on priorities and requirements.
  • Reviews work completed by subordinates based on priorities and requirements.
  • Supervises the Hazardous Waste Storage Facility branch, ensuring that employees adhere to all applicable rules and regulations.
  • Provides technical assistance to various installation and other stakeholders on impact of environmental regulations on depot missions, operations, projects, and other actions.
  • Interprets policy from Environmental Protection Agency (EPA), Department of the Army (DA), Alabama Department of Environmental Management (ADEM), and the installation to establish objectives for meeting legal requirements and program goals.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has Resource Conservation and Recovery Act (RCRA) Treatment, Storage, and Disposal Facility responsibilities and requires successful completion of training in accordance with Anniston Army Depot’s RCRA permit.
  • The work requires regular and recurring physical exertion such as prolonged standing, bending, and stooping to observe work operations and identify leaking containers in a treatment, storage, or disposal area.
  • The work involves exposure to moderate risks or discomforts requiring special safety precautions (working at a storage, disposal, or spill site with risk of exposure to pesticides, hazardous chemicals, radioactive materials, or other pollutants).
  • This position requires the incumbent to wear/use protective clothing and gear.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes Conducting comprehensive environmental audits and assessments related to hazardous waste and hazardous material management; providing expert consultation on waste and wastewater abatement, environmental cleanup, and pollution prevention strategies; overseeing the reduction of environmental risks and ensuring regulatory compliance in a production environment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
