The United States Space Force (USSF) at Los Angeles Space Force Base, CA & San Diego, CA is searching for a Financial Management Analyst to support SSC/PCF (NH-0501-03, GS-12/13 equivalent).

Description:

Space Systems Command is the birthplace of U.S. Space Force's ballistic missile and military space program and is the center of acquisition excellence for acquiring and developing military space systems. Our portfolio includes the Global Positioning System and military satellite communications. We offer incentives for both recruitment and relocation. You may qualify for a one-time cash payment in accordance with agency policy.

Ideal Candidate:
Familiar with the DoD Planning, Programming, Budgeting, and Execution (PPBE) process, serving as budget analyst for an Acquisition Category (ACAT) I program. One year of specialized experience equivalent to the next lower pay band NH-02 (GS-12 equivalent) providing, planning, organizing, and performs financial management functions involving the formulation, justification or execution of budgets, programs or projects; develops cost estimates, plans, programs and budgets; and provides guidance to all levels of management. Bachelor's degree in business or a related field and DoD Financial Management Certification a plus. Effective communicator; skillful organizer; stakeholder focused; successful collaborator; learning agility.


Key Skills and Abilities:
1. Knowledge of processes and procedures related to program management and strategic planning activities needed to execute projects and/or studies within established financial and time constraints.
2. Ability to encourage new ideas and innovations; manage human, financial and information resources strategically and build coalitions to achieve common goals.
3. Skill in working with customers to assess needs, provide assistance, resolve problems, and satisfy expectations
4. Ability to persuade others to accept recommendations, negotiate mutually acceptable solutions and execute projects and/or studies within established financial and/or time constraints.
5. Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing.
6. Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes.
7. Knowledge of quantitative techniques and methods used to develop, adapt, modify and apply models to resolve problems or define and clarify alternative solutions.

  • Must be a U.S Citizen.
  • Must be able to obtain and maintain a Secret security clearance.
  • Safeguards classified or sensitive budget-related information and/or files.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
  • PCS / relocation funding is authorized.
  • This position is designated a NON-CRITICAL APDP position.
  • Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
  • The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.
