The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to 624 Regional Support Group. Directs budgetary and financial services operations for the 624 RSG; and provides analytical, technical, and advisory functions to the Commander.

Duties

Help

- Plans, organizes, and directs the activities of the 624 RSG, ensuring that the financial management operations complies with legal and regulatory requirements and meets customer need
- Exercises supervisory personnel management responsibilities
- Represents 624 Regional Support Group with a variety of installation and functional area organizations
- Oversees and directs budget formulation and execution and financial services work
- Conducts analysis, reviews and special studies of budget and/or related information And uses automated budgetary systems and computer-generated products in accomplishing budgeting assignments

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with these requirement
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions
  • (Cont.) IAW, DoDI 3020-42, Defense Continuity Programs
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations
  • (Cont.) Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes management oversight for activities assigned to the financial management section of the 624 RSG and provides fiscal oversight, budget analysis, and chief financial advisory services for the operational budget. This position is responsible for the functions of the 624 RSG Financial Analysis and Financial Services offices.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Detailed, extensive knowledge of the agency budget policies, precedents, regulations, and guidelines and the missions, functions, goals, objectives, work processes, and sources of funding pertinent to reserve command programs/organizations.
2. Knowledge of the requirements, techniques, procedures, and practices of generally accepted accounting principles and standards.
3. Knowledge of safety, security, personnel management, and EEO regulations, principles, practices, and procedures.
4. Knowledge of internal audit procedures to monitor financial services and establish internal controls.
5. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of small to medium sized organization. And knowledge of resource allocations and fund control procedures; cost estimating, economic analysis, and statistical techniques.
6. Knowledge of automated budget and financial management systems, and basic computer applications applicable to financial management operations. And ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
