Summary

This position is located in the Fleet and Family Readiness Support Services Center, Acquisition Branch (N945) of the Commander, Navy Installations Command (CNIC). The purpose of this position is to handle procurement related administrative actions specializing in NAF rules and regulations. The incumbent will be trained on increasingly difficult/complex tasks. This position serves as coordination point for contractual correspondence entering and leaving the supply/service contracting section.

Duties

Duties include but are not limited to:

  • Assigned as the NAF Purchase Card Agency Program Coordinator for CNIC HQ
  • Assist the Contracting Officer(s) in solicitation, award and contract administration phases of the contracting process. Compile required solicitation and award documents for legal review.
  • Sanitize Proposals as received and prepare for the Technical Evaluation Board; schedule TEB meetings and arrange location
  • Maintain procurement files in accordance with regulations and local operating procedures, including set-up of files for new acquisitions/fiscal years.
  • Maintain and acts upon tickler files, including those for contracts with option years.
  • Maintain and update electronic procurement files and logs. Maintain contract status spread sheet including tracking execution timelines.
  • Download purchase requests and print for review and assignment and distribute as directed.
  • Prepare and distribute contracting correspondence, and policy information to all appropriate parties. Assist with correspondence in support of contracts to include writing letters, emails, and FedEx.
  • Prepare warrant letters, warrant terminations and maintain warrant listing.
  • Research Freedom of lnformation Act requests and prepare response packages.
  • Participate in meetings, takes notes/minutes, distributes as necessary, takes actions and follows up as required.
  • Compile data, prepares/develops reports, tracking tools.
  • Assist in preparing and presenting briefings for various levels of personnel and contractors.
  • Perform other related duties as assigned.

  • Must complete the NAP Basic Procurement Correspondence Course (or equivalent), and the NAF Purchase Card Program training within 3 months of hire.

Qualifications

A qualified candidate possesses the following:

  • At least 2 years of specialized experience implementing procurement policies related to purchasing requirements and purchase card programs,
  • General knowledge related to the purchase card, procurement policies, automated accounting systems, and on-line computer programs.
  • Analytical skills sufficient to evaluate data and prepare reports.
  • Ability to communicate effectively, both orally and in writing.
  • Familiarity with and the ability to use a computer including automated systems, Word, Excel, Power Point, spreadsheets, databases, etc. as 90% of work is computer based.
