This position is open to internal Air Force personnel assigned to JBMDL McGuire AFB only.

Duties

Help

  • Plans and executes the deployment of the wing and tenant units. Assists the Installation Deployment Officer (IDO) in conducting deployment readiness analysis for supported activities and units. Develops, reviews and evaluates deployment and contingency plans.
  • Functions as wing Support Agreements Program Administrator. Administers and coordinates all support agreements. Negotiates support issues with all base agencies and DoD/non-DoD government agencies.
  • Serves as focal point for coordinating with base agencies to arrange logistics support for units deploying to or transiting the base. Oversees development of the In-Garrison Expeditionary Site Plan (IGESP), documenting support for incoming forces during war, contingency, peacetime or emergency operations.
  • Supports the Readiness Flight Chief by assessing and controlling the adequacy of logistics functions in meeting current and projected requirements.
  • Administers the wing War Reserve Materiel (WRM) Program. Participates and assists in the planning and monitoring of War Reserve logistics operations encompassing provisioning, sustainment, modernization, readiness and maintenance of war reserve sets of unit equipment pre-positioned in locations within a geographic region.

  • May be required to work an uncommon tour of duty or go TDY. May be required to travel by regularly scheduled passenger military or commercial aircraft in the performance of temporary duty assignments.
  • This position is designated as Key. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from the military recall status if alternatives for filling of the position during an emergency are not available.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Logistics Management Series,0346.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying evaluative and problem-solving methods and techniques to operating plans for readiness and mobilization to assure the effectiveness of program operations and adjust plans and schedules as necessary; Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources, in accordance with a large number of War Readiness, and War Planning guidelines and regulations; Knowledge of program goals, objectives, and operational plans in order to plan evaluate and/or monitor the war and contingency planning functions of the Wing and to identify manpower, material, facilities and service requirements within financial resources. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of readiness and mobilization programs and in developing new and modified methods.

EDUCATION:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of logistics management operations that involve planning, coordinating or evaluating contingency support, logistics readiness deployment and execution, war reserve materiel management, base/expeditionary support, sustainment, redeployment, mobility bags/small arms weapons, and logistics command and control.
  • Knowledge of logistics management principles, concepts, policies and regulations.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to identify, analyze and translate complex information, make appropriate judgments and evaluate options concerning base readiness .
  • Ability to use office automation tools and techniques to design and generate reports, briefing materials, and/or comparable documents.
