Serves as Associate General Counsel for Personal Property, providing day-to-day guidance, direction and coordination of legal services and activities relating to: the procurement, supply and disposal of personal property and the procurement and supply of non-personal services, including information technology (IT) activities and telecommunication services; transportation and travel management programs; fleet management services; government-wide policies for assigned program areas, as well as the FAR, FTR and FMR and all internal rules and policies implementing these regulations; special personal property purchase programs; drafting and review of contracts and related documents; the preparation or review of legal opinions, oral and written; fiscal law; and other legal issues relating to the above functions.
This Executive’s duties include the specialized field of procurement law and administrative law matters (some unique to GSA), including regulatory actions, and thus, the Executive expertly uses research materials and sources to satisfy the contracting and other mission requirements of the agency within the bounds of the law and agency policies
Oversees, manages, reviews and approves legal matters associated with highly sensitive agency programs and initiatives on behalf of the Office of the General Counsel.
Facilitates high level conversations and makes decisions on complex work performed by the GSA, OGC legal staff. Provides authoritative advice and guidance regarding law and/or complex policy issues for which no precedent has been established or that concern legal matters of unusual or novel nature.
Provides oversight, and high level guidance and direction to the Office of the General Counsel on matters related to precedent setting GSA enterprise wide activities and initiatives. Provides authoritative legal guidance to Heads of Services and Staff Offices of GSA.
Serves as an Agency spokesperson and collaborates with high level executives, private parties or their attorneys/representatives and other Government agencies on behalf of GSA. Ensures that GSA’s legal opinion, priorities and commitments are considered and adhered to prior to finalizing legal proceedings.
Formulates policies, guidance, directives and makes high level recommendations to the General Counsel. Reviews new and/or revised legislation, Executive Orders and/or other regulatory guidance to ensure compliance. Makes executive level decisions regarding the need for new or revised legislation and/or regulatory guidance.
Manages and provides executive level oversight in the planning, facilitating and execution of major agency programs and initiatives. Reviews high level operating programs, systems and/or methods related to OGC, GSA to ensure compliance with legal directives and ensures consistency with Executive Orders and GSA precedents.

OTHER CONDITIONS OF EMPLOYMENT:
This position is a critical sensitive national security position. Appointment to this position requires the selectee to undergo a background investigation and receive favorable adjudication for the GSA security office to grant you a Top Secret national security clearance. Applicants do not need this level of clearance in order to apply for the position. If you are not a GSA employee, the security office must grant the clearance before you are appointed to this position unless a pre-appointment waiver of this requirement is approved.
This position has been designated under Executive Order 12564 as being subject to random drug screening. If tentatively selected for this position, you may be required to submit to a urinalysis screen for illegal drugs prior to appointment. Appointment will be contingent upon your receiving a negative test result.
If tentatively selected, you will be required to submit a Declaration for Federal Employment. Male applicants born after December 31, 1959 will be required to complete a certification statement confirming their selective service status.
Persons selected for their initial appointment to an SES position must have their executive qualifications approved by the Office of Personnel Management before being appointed to the position.
If selected, you will be required to serve a one-year probationary period unless you have previously successfully completed a one-year probationary period in the Senior Executive Service.
If selected, you must file a Public Financial Disclosure Report (OGE Form 278) upon appointment in accordance with the Ethics in Government Act of 1978.
Veteran's preference does not apply to positions in the Senior Executive Service.
