Duties

Help

Duty 1 - Performs duties involving the processing and exploitation intelligence information of semi-complex to complex in nature that are not susceptible to generally accepted methods.

Duty 2 - Presents SIGINT semi-complex to complex capabilities to service, national, and coalition customers within defined areas of responsibility.

Duty 3 - Serves as a functional expert on SIGINT processing and exploitation issues. Makes recommendations on operational matters used to initiate management actions to revise policy to commit Agency funds or resources.

Duty 4 - Accomplishes professional development and maintains technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, research and development organizations, and participation in formal training programs.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.

  • Flexibility in adjusting scheduled workday is mandatory.
  • The work is performed in an office setting and is mostly sedentary. Some walking, bending, stooping, lifting of equipment may be required.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments both CONUS and overseas, may require travel beyond normal duty hours.
  • Incumbent will be subject to polygraph testing and must pass a counter-intelligence polygraph as inherent primary requirements of their position.
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

Qualifications

This is a GG-07 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-07 duties for the "Professional" work category are at the "Entry/Developmental" work level and are equivalent to those at the GS-07 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.


This position is a developmental position and will be filled at the GG-07 level with promotion potential to the GG-12. The individual selected for this position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a wide range of intelligence research, processing, and exploitation methods, techniques, and practices. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

EDUCATION: Applicant must have one full year of graduate level education or superior academic achievement. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. NOTE: You must submit a copy of your transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a wide range of intelligence processing and exploitation methods, techniques, and practices using multi-source intelligence information to process, exploit and disseminate intelligence information in a useable form that directly or indirectly affects national security; knowledge of signal data theory, and related analog and digital signal exploitation techniques.

2. Knowledge of advanced USAF and national ISR process, exploit, and disseminate (PED) capabilities, systems, and multi-source intelligence production policies to process and exploit semi-complex to complex information/situations attained from multiple sources.

3. Knowledge of the national intelligence community, Joint, DoD structure, organizations, and mission/functions, inter-relationships, and operations.

4. Skill in conducting unbiased and difficult research, identify appropriate available systems/data sources, and produce intelligence requirements assessments that answer specific tasks to link and leverage agency capabilities and to develop new methods, approaches, or procedures.

5. Ability to communicate effectively with others both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes.

6. Ability to maintain control of classified material, assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data estimates, and make effective recommendations under conditions of urgency and pressure.

CONDITIONS OF EMPLOYMENT CONTINUED:

1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI) and other intelligence-related Special Sensitive information to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP)under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL INFORMATION:
This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
