Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range & Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: The Anniston Army Depot is located in Anniston, Alabama in the foothills of the Appalachian Mountain chain halfway between Atlanta, GA and Birmingham, AL off Interstate 20. The Depot is the largest employer in Calhoun County.

Duties

Help
  • Recommend to supervisor and/or higher authority any changes in procedures or policies.
  • Evaluate the Installation’s Army Substance Abuse Program (ASAP).
  • Provide data for budget and manpower planning to higher headquarters.
  • Manages and monitors the installation ASAP budget.
  • Establish effective working relationships and referral networks with Garrison agencies and appropriate local surrounding community, state, and Federal organizations in an effort to provide quality customer services.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • The incumbent must obtain and maintain Certification in Employee Assistance Program (CEAP) status through Army Center for Substance Abuse Programs (ACSAP) within 3 years of employment.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Supervisory Army Substance Abuse Program Specialist: A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position.

OR

B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes developing local Army Substance Abuse Program (ASAP) Standard Operating Procedures (SOPs) policies, procedures, and systems to effectively accomplish program goals. Make recommendations to the appropriate course of action to resolve Employee Assistance Program (EAP) issues. Leading and/or supervising employees in the performance of daily tasks, such as planning, assigning, reviewing work and/or evaluating performance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional information
