Duties

Help

  • Performs administrative and technical duties as a first-level supervisor.
  • Directs budget formulation work involving preparation of detailed analyses of annual and multi-year budget estimates for Wing organizations/programs into a consolidated budget request.
  • Directs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding.
  • Provides advice, assistance, and guidance on budgeting and related information.
  • Conducts analyses, reviews, and special studies of budget and/or related information.

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, PL 112-81 Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program
  • Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI)
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use
  • This is a supervisory position and a one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Budget Analysis, Series 0560.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes intensive, knowledge of budgetary methods, practices, procedures, regulations, precedents, policies, and other guides which apply to assigned organizations and programs, sources, types, and methods of funding for assigned organizations and programs (e g, direct annual, multi-year, and no year appropriations, apportionment's, allotments, transfer of funds from other agencies, revenue from industrially funded operations, and/or refunds), and budgetary and financial relationships between assigned budget(.s) and budgets and programs of other agency components and organizations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. In depth knowledge of agency budgetary methods, practices, procedures, regulations, policies and processes.
  2. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding permanent to organization programs/organizations.
  3. Knowledge of sources of factual information about and related to processes of budgeting, such as that found in accounting reports, payroll records, work reports, or inventory and supply data.
  4. Knowledge of automated data processing concepts and systems capabilities to accomplish budget/funding tasks.
  5. Skill in the application of methods and techniques (e.g. cost-benefit analysis, amortization depreciation, and pro-rating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding.
  6. Skill in formulating, justifying, and/or executing assigned budgets/programs.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
