The Assistant Chief oversees and manages daily operations of the NAVCC and has overall responsibility, as well as delegated authority for the oversight and administration of broad, emerging, and critical agency programs related to the preservation and access of the Library's extensive moving image and recorded sound collections in digital and analog formats.  With the Chief and the Administrative Office when appropriate, the Assistant Chief oversees budget planning and execution, workforce planning and management, policy administration, technology analysis, and operational and contracting processes. Evaluates current operations and programs within area of responsibility, and initiates, modifies, recommends, and discontinues activities as appropriate. While working with Library and NAVCC leadership, sets priorities and directs the work of the NAVCC staff (regular and contract), ensuring that the work supports the mission and goals of the NAVCC, LCSG, and the Library of Congress. 

While working with the Chief and Administrative Office, manages the technical, human, and financial resources allocated to the NAVCC to achieve its goals. The Assistant Chief works frequently with the Associate Librarian for Researcher & Collections Services (AL-RCS), the Director of Digital Services and other agency counterparts in an operational capacity; they also collaborate as needed with Directors and Chiefs in LCSG service units and beyond, as well as with, other high-level agency managers.  The Assistant Chief implements strategic and tactical programs, activities of the NAVCC at operational, and service levels. Ensures compliance with reporting requirements regarding core activities and cultivates approaches that lead to continuous improvement in processes and outcomes.  Works with the Chief and other agency officials as needed to ensure execution of partnerships related to acquisition, preservation, and use of audiovisual collection materials on a national and international level. 

The Assistant Chief performs the human resource management functions relative to the staff supervised; establishes performance expectations for staff which are clearly communicated and which include timely completion of performance appraisals and supporting documentation. Provides feedback formally and informally and periodically evaluates staff on performance. Fosters collaboration, communication, and teamwork across NAVCC sections. Resolves informal complaints and grievances and takes personnel actions as necessary. Provides advice and counsel to staff members and subordinate managers related to work and policy matters. Effects disciplinary measures. Reviews, approves, or disapproves leave requests. Assures that organization staff are trained and comply fully with the provisions of safety regulations. While working with Library and NAVCC leadership, the Assistant Chief is responsible for the formulation and administration of policies and procedures affecting the mission of the Library as it relates to the acquisition, preservation, use of its moving image and recorded sound collections, and the operations of the NAVCC.  Conceives, develops, plans, implements policies, guidelines affecting broad, emerging, critical agency programs, new processes, technologies, standards and guidelines in support of the Library's long-term preservation, and access mandates. Explores and prepares long-range development plans and short-term strategies.

The Assistant Chief serves as a principal liaison and spokesperson for the Library on matters related to operations, technologies and preservation of recorded sound and moving image collections at the NAVCC, including policies and practices, digital preservation planning, and features of the NAVCC campus.  They establish and maintain close and cooperative working relationships with professional peers, Library or service unit management, government agencies, and other institutions with related interests, in order to advance the programs and objectives of the NAVCC and the Library.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to supervise and lead a diverse workforce.**

Knowledge of program management principles, concepts, and techniques as applied to leading the work of multiple business operations within an archival media preservation and access facility.**

Ability to apply project management methodologies and techniques to manage complex information technology projects to support preservation and access to archival moving image and recorded sound.**

Ability to analyze organizational and operational issues and workflows and develop solutions to support the mission of preservation and access to archival moving image and recorded sound collections.**

Ability to communicate in writing in performing supervisory or leader work.

Ability to interact collaboratively with others and provide consultation or liaison services.

Ability to communicate effectively other than in writing.

Education

BASIC REQUIREMENTS:

All librarians must meet the requirements for professional education in library science or possess equivalent experience and education.

1.  Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;

or

2.  A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
