This National Guard position is for a TITLE 5 SUPERVISORY CONTRACT SPECIALIST (MI 127 MSG), Position Description Number T6364000 and is part of the MI 127 Wing, National Guard.

This position is located in the Michigan ANG supporting the JFHQ-State United States Property and Fiscal Office (USPFO) Contracting Office and must Supervise 2 or more GS-13 positions. The primary purpose of this position is to serve as Chief of the Contracting Office (CoCO) for the MI ANG, providing professional acquisition and business advisor services. Directly reports to the United States Property and Fiscal Officer.
1. Leadership and Supervision. Plans work to be accomplished by the organization which consists of full-time civilian and military subordinates engaged in professional, technical and administrative contracting work. Independently decides how to accomplish goals within the framework of DoD, Department of the Air Force (DAF), Department of the Army (DA), and National Guard Bureau (NGB) policies and regulations.
2. Plans and Directs Operations. Provides senior level operational contracting support advice and assistance. Plans, requests and negotiates the acquisition of all necessary resources to support the Contracting Office and prepares input for annual budgets.
3. Personnel Management and Administration Functions. Exercises full management and line authority. Exercises delegated managerial authority to develop and implement operational contracting support program goals and objectives.
4. Performs Technical Work. Works independently, or serves as team member/advisor, on process action teams, staff assistance visits, contracting studies and special projects. Participates in working groups or serves on boards and committees to recommend contract efficiencies as it pertains to future operations.

The incumbent must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
Contracting certification must be accomplished IAW DoDI 50000.66.
The incumbent must meet the continuing acquisition education, training and experience requirements IAW DoDI 5000.66.
In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
Must go through a Contracting Officer Review Board (CORB) prior to appointment and as a condition of employment must maintain a warrant.

Qualifications

SPECIALIZED EXPERIENCE:
Must have one year of specialized experience at the GS-13 level analyzing, developing, and implementing acquisition policy and procedures to include the following: (1) Preparing analyses, alternatives, and recommendations for streamlining initiatives, metrics, point-papers, status reports, and staffing actions, (2) Providing Acquisition advice and internal review of contract strategies, plans, and techniques, (3) Reviewing solicitations and related documents and contracts ensuring compliance with laws, regulations, and directives. Must have Level 1, DAWIA Professional Certification (or equivalent, see Certifications Issued by Federal (non-DoD) Organizations below). Any applicant selected will receive a tentative offer of appointment contingent upon passing a CORB as this position is required to hold a warrant as a condition of employment.
The GS-1102-13 and GS-1102-14 requires applicants to be DAWIA (Level I - Professional) certified in Contracting or have Federal Acquisition Certification in Contracting (FAC-C) (Level I - Professional).
Crediting Experience - Acquisition experience is tracked in terms of months, with one month equaling at least 20 workdays. ARNG Man-Day (M-Day) and ANG Drill Status Guardsmen (DSGs) will not receive a full month of credit for a weekend drill. In general, Soldiers and Airmen will receive credit towards the experience requirement for certification for each duty day that they are performing acquisition functions in an acquisition coded position. During drill weekends, Army National Guard and Air National Guard military personnel will receive one day credit for each day of drill. Applicant's Certificate(s) of Release or Discharge from Active Duty (DD-214) or military orders may be used to receive credit for full time contracting experience if in an acquisition coded position. For ARNG applicants, the HRO may use the Acquisition Career Record Brief (ACRB) to ascertain certification level. For ANG applicants, the HRO may use the Acquisition Professional Development Program (APDP) record to ascertain certification level.

Minimum education requirement a Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.
