Summary

Serve as an Intelligence Operations Specialist, within the Office of Counterintelligence, for DCSA. Evaluate all-source raw reporting, open-source information and cleared industry reporting to assess foreign intelligence entity (FIE) threats to U.S. critical technologies. Prepare, produce, and deliver finished intelligence products and briefings for senior DoD officials and other DoD agencies. Instruct DCSA field personnel in CI awareness and the foreign intelligence threat.

Help

As an Intelligence Operations Specialist, you will be responsible for the following duties:

- Review and interpret threat data from all information sources, including the DoD, Intelligence Community and raw information obtained by DCSA by the routine conduct of its missions.
- Supports the DCSA CI Directorate in identifying and providing information related to threats posed by foreign intelligence entities.
- Process large, disparate datasets from multiple sources to produce analytic insights actionable by intelligence, law enforcement and partner organizations
- Evaluates all-source raw reporting, open-source information and cleared industry reporting to assess foreign intelligence threats to U.S. critical technologies.
- Research, screen, collect, evaluate and disseminate finished assessments.
- Researches, processes, synthesizes, exploits, integrates, evaluates, analyzes and interprets available (primarily raw) information and data.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS 07 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.

Specialized experience for this position includes: Possess basic professional knowledge of political and economic methodologies of foreign adversaries in acquiring sensitive or classified information and technology, classified technologies and program data in cleared industry. Possess ability to apply knowledge of the Intelligence Field of a sufficient level to independently execute standard methods as well as carry out recurring approaches and procedures. Communicates ideas and analyses orally and in writing to inform decision making and courses of action from analytic activities related to CI issues. Possess knowledge of the organization of the Intelligence and Law Enforcement Communities including their missions, functions and authorities

Specifically you will be evaluated on the following competencies:

1. Qualitative/Quantitative Analysis - Developing and applying quantitative and qualitative analytic methods to identify, collect, process, and analyze large data sets.

2. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

3. Tools and Methods - Applies tools and methods to substantive discipline, domain, or area of work. Adapts existing tools and/or methods or employs new methodological approaches required for substantive discipline, domain, or area of work.

4. Research - Knowledge of the scientific principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.

5. Learning - Uses efficient learning techniques to acquire and apply new knowledge and skills; uses training, feedback, or other opportunities for self learning and development.

Education

If substituting education for experience, at the GG-09 level, you must possess a Master's degree or equivalent degree or 2 full years of progressively higher level graduate education leading to such as degree or LL.B. or J.D.

Superior Academic Achievement does not apply to DCIPS positions.
