Duties

Help

Serves as an Army benefits specialist in support of Department of Defense NAF Health Benefits and Life Insurance Group Plans. Represents assigned benefits program(s) to eligible employees, participants, Human Resource Offices, and Department of Army and Department of Defense personnel policy offices. Acts as liaison between participants and insurers or third party administrators.

Examines, adjudicates and authorizes claims under the plans. Applies and interprets statutory, regulatory, and medical plan provisions to determine eligibility for enrollment and benefits. Drafts regulatory plan changes in coordination with AG-1 PPDD-NAF and DoD NAF guidance. Responsible for updates and management of the assigned program(s), enrollment and termination of participants, and reconciliation of eligibility data in automated benefits systems.

Ensures accountability for payments and correct electronic data with insurers, third party administrators, and payroll systems. Resolves enrollment and claim processing discrepancies. Ensures continuation of coverage for eligible retirees, survivors, and terminated employees.

Represents Army NAF on the DODHBP Joint Services Committee. Monitors trends and cost data, and recommends strategies and plan provisions to maintain optimal benefit levels. Coordinates agreements with third-party administrators, reconciles HMO participant data, and generates self-invoices for monthly payments. Responsible for internal controls to maintain accountability and solvency of the plan funds.

Performs a full range of supervisory functions for assigned staff. Participates in developing administrative systems within the office to improve operations, internal controls, and customer service. Participates in special projects and provides assistance as needed in the administration of other employee benefit programs. Performs associated administrative functions including benefits database maintenance.

Qualifications

A qualified candidate must possess the following:

Experience demonstrating the knowledge, skills, and abilities at a level to perform successfully in the position, to include:
Experience coordinating employee benefits plans between third-party administrators, payroll interfaces, human resources offices, and customers.
Experience interpreting plan documents and recommending changes to benefits policy with higher-level entities.
Demonstrated subject matter expertise in management of the assigned program(s); i.e., medical/dental, flexible spending/savings accounts, life insurance, long-term care, retirement programs (defined benefit/defined contribution); to include claims examining, adjudication, automation, and payroll accountability.
Experience developing and delivering benefits presentations and employee benefits workshops.
Experience providing demonstrated leadership and a full range of supervisory functions to an assigned staff.

In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified":
At least 3+ years experience at the next lower level administering federal Employee Benefits programs is preferred.
