Primary purpose of this position is to serve as the USSPACECOM/J39 Special Programs Division Senior Technical Advisor, serving as senior expert and advisor to the Commander (CDR USSPACECOM) and the Director of Global Operations (USSPACECOM/J3) on highly sensitive (security), extremely limited-access information, related to DoD and national level programs.

Duties

Help

  • As SME coordinates and manages Special Technical Operations (STO), Special Access Programs (SAP), and Special Activities issues on behalf of CDRUSSPACECOM, his senior staff, and his component commands.
  • As technical expert formulates policies and guides activities necessary for USSPACECOM and subordinate units to conduct Special Activities operations.
  • Leads the USSPACECOM Special Programs Operational Battle Rhythm events. During military exercises and contingency events, leads the activation of the Commander's Situation Room.

  • Position is designated special-sensitive and requires the employee obtain and maintain a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI),
  • other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • Incumbent is subject to uncommon tour of duty hours to include proficiency shifts, rotating shifts, nights, weekends, and holidays on an infrequent basis. Extended shift work (12 hours),
  • and off-duty hours on-call, particularly during Command exercises, special events, and emergencies.

  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • May be required to work overtime on an unscheduled or emergency basis.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience must include knowledge, skills, abilities, and understanding of the technical requirements of the job. Achieves, demonstrates, and maintains the appropriate qualifications necessary to assume and execute key acquisition and/or support requirements. Demonstrates skilled critical thinking in identifying, analyzing, and solving complex issues, as appropriate. Takes and displays personal accountability in leading, overseeing, guiding, and/or managing programs and projects within assigned areas of responsibility. Work is timely, efficient and of acceptable quality. Completed work meets project/program objectives. Leadership and/or supervision effectively promotes committed to organization goals. Flexibility, adaptability, and decisiveness are exercised appropriately.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of DoD, JCS, and unified command polities, functions, and operations in order to interpret, evaluate and disseminate plans, policy and procedures for nation level, Combatant Command and Service Programs.
2. Comprehensive knowledge of USSPACECOM missions and forces, including supported and supporting command relationships of apportioned and assigned forces.
3. Knowledge of STO and Special Activities technology, planning, development, and execution sufficient to coordinate and integrate functions supporting USSPACECOM interests and mission.
4. Skill and ability to apply procedures, requirements, regulations, and policies related to STO and Special Activities.
5. Ability to analyze and assess system or portion of a major system's acquisition; to analyze data to determine the validity of operations objectives and to identify support requirement deficiencies; and to establish relationships between the participants involved I program development. Should be able to evaluate the requirements in the areas of money, manpower, material, facilities, and services needed to support the program.
6. Oral and writing communications skills; ability to negotiate complex issues; and ability of maintain good working relations with diverse groups and executive-level management throughout the agency. Ability to inspire, motivate, and guide others toward a goal or accomplishment. Leadership ability, including the ability to coach, mentor, and challenge team members; ability to adapt leadership style to a variety of situations; ability to model high standards of honesty, integrity, trust, openness, and respect.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

AcqDemo Expanded Probationary Period for Supervisors and Managers: An additional supervisory probationary period of one year may be required when an employee is officially assigned to a different supervisory position.

This is an acquisition demonstration project position NH-4 equivalent to a GS-14 to GS-15.
