Duties

Help

The primary purpose of this position is to serve as a Headquarters United States Central Command (HQ USCENTCOM) Targets and Operations Coordination (TOCB) Analyst. Coordinates the HQ USCENTCOM's Operations Directorate TOCB activities throughout HQ USCENTCOM area of responsibility (AOR). Deploys to the AOR to support Combined Joint Operations Area (CJOA) Commanders, Task Force Commanders, and Interagency Threat Finance Cells. The HQ USCENTCOM TOCB program assists in the implementation of the National Action Plan to Combat Terrorist Financing, which responds to the national security threat posed by international terrorist and insurgent funding.

DUTIES/RESPONSIBILITIES:
1. Plans, organizes, and coordinates the Targets and Operations Coordination (TOC) activities in HQ USCENTCOM AOR. Ensures TOC activities comply with legal and regulatory requirements and meets the Commander, Component Commanders, deployed Task Forces, and other United States Government (USG) agencies/department's operational needs.
2. Provides Targets and Operations Coordination Support. Responsible for the development of theater-wide TOC operations-intelligence products to support TOC activities. Effo1is include operationalizing Intelligence Community (IC) assessments, fusing intelligence and law enforcement information in compliance with legal constraints, identifying financial centers of gravity within terrorist and insurgent networks, developing critical vulnerability analysis on enemy financial centers of gravity, recommending courses of action to disrupt financial centers of gravity, and recommending collection strategies to the Intelligence Community to address intelligence gaps.
3. Represents HQ USCENTCOM regarding Targets and Operations Coordination matters and provides Targets Operations expertise. As support specialist to HQ USCENTCOM TOC Program Manager, the incumbent serves as a TOC Subject Matter Expert (SME) to HQ USCENTCOM component commanders, United States Government agencies and federal law enforcement agencies operating in the HQ USCENTCOM theater of operations. Incumbent will routinely write for and brief flag-level DOD leaders and civilian interagency equivalents.
4. Provides Targets and Operations Coordination specific analytical support. Responsible for all activities associated with identifying, detecting, targeting and interdicting tenorist and/or illicit criminal finance activities. Reviews human intelligence, signals reporting, and criminal investigations for designation.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Mastery of advanced management and organizational principles and practices to include a comprehensive knowledge of planning and programming regulations, guidelines, and processes. Targets and Operations Coordination programs include, but are not limited to, exercising functions and authorities of the U.S. military and/or U.S. Government Interagency partners, including all that involved with Targets and Operations activities; a working knowledge of Executive Orders, U.S. Treasury, State Department and United Nations designation processes; DoD Operations Plans and Campaign Plans; and associated financial instruments of power and policy. Comprehensive understanding of counter threat finance to support planning, organize projects, develop products, implement recommendations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of DoD Counter Threat Finance, U.S. Interagency, and non-governmental Targets and Operations Coordination programs.
2. Knowledge of DOD and non-DoD authorities which can be used to disrupt enemy network financial centers of gravity.
3. Knowledge of the intelligence processes and the targeting cycle. Knowledge of the Joint Requirements Management and Collection Management Processes.
4. Ability to plan, organize, and direct command Targets and Operations Coordination programs and projects.
5. Ability to conduct analysis of and operationalize analysis to counter money laundering and threat finance activities engaged in by individuals, businesses, corrupt officials, members of organized crime and terrorist organizations.
6. Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings.

OTHER SIGNIFICANT FACTS:
1. Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) based on a Tier 5 investigation. A non-disclosure agreement must be signed.
2. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
3. Incumbent is subject to uncommon tour of duty hours to include proficiency shifts, rotating shifts, nights, weekends, and holidays on an infrequent basis. Extended shift work (12 hours), and off-duty hours on-call, particularly during Command exercises, special events, and emergencies.
4. May occasionally be required to work irregular duty hours to include overtime and/or emergency overtime.
5. Work may occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) to include travelling on military or commercial aircraft.
6. Position requires accompanying the HQ USCENTCOM staff and performing assigned duties in both exercise and actual wartime situations. This may require operation in both field conditions and combat zone.
7. The incumbent may be required to work rotating shifts, weekends and federal holidays throughout the year.
8. This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment.
9. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
