The Telehealth Technology Program Analyst position is required to provide the critical technical and program support necessary to sustain Telehealth and Connected Care operations throughout El Paso VA Healthcare System using state-of-the-art, clinical technologies and partnerships which provide access to care to Veterans. This position supports the delivery of health care through all Telehealth modalities: synchronous, asynchronous and remote monitoring; therefore, it is imperative that the incumbent is a subject matter expert (SME) for all Telehealth and Connected Care technologies as well as the information technology (IT) platforms, processes and systems that VA utilizes with which these technologies must integrate.

The Facility Telehealth Technology Program Analyst is responsible for supporting Facility-wide clinical Telehealth and Connected Care initiatives primarily by ensuring smooth, efficient operation of all Telehealth modalities, especially Synchronous Telehealth programs. The incumbent provides support to the Telehealth and Rural Health Nurse Manager and/or Supervisor in technology planning, coordination and implementation of program technical initiatives, and implementation, management, and evaluation of all Telehealth and Connected Care technologies and applications.

The incumbent assists the Facility Telehealth and Rural Health Nurse Manager in managing the day-to- day operations of Telehealth and Connected Care technologies deployed throughout the El Paso VA Healthcare System; implementation of new technologies; development of associated technologies budget forecasts; supporting continuous and ad hoc measurements and quality reviews of technologies and IT connectivity; and performing all administrative aspects for the management of Telehealth and Connected Care technologies.

The Incumbent evaluates the El Paso VA Healthcare System Telehealth and Connected Care programs against short- and long-range objectives and performance targets. Assists in the analysis and integration of program financial, technical, procurement, workload, and scheduling information. Prepares reports and briefings on results of studies and is responsible for the collection, interpretation, and analysis of quantitative and qualitative data relevant to Telehealth and Connected Care technologies. Utilizes procedures and systems for assessing the effectiveness of Telehealth and Connected Care solutions using automated and other data sources.

The incumbent will serve as a key liaison for all Telehealth and Connected Care technology-related projects between OIT, Biomedical Engineering, Contracting and clinical services. In this role, the incumbent will assist El Paso VA Healthcare System leadership in ensuring that the formal agreements and processes related to the infrastructure that supports the delivery of clinical Telehealth and Connected Care programs are being met, any issues are identified, and risk mitigation strategies are employed.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/06/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: advanced knowledge and professional experience in the principles and techniques of Telehealth technologies used in VHA to support the following modalities: Synchronous, Asynchronous and Remote Monitoring of Connected Care Programs; providing education and training for VA and non-VA entities on various Telehealth and Connected Care technologies; analytical and evaluative methods related to Telehealth and Connected Care technical projects; skill in optimizing the use of available and emerging health information technologies to improve access to care for veterans. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (Transcript Required) OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 18 semester hours of graduate level education. (Transcript Required)

Physical Requirements: Physical demands include above average ability, dexterity, and strength to perform the work. There will be walking, standing, bending, stooping, kneeling, crouching, reaching, carrying of items, driving of an automobile, etc. May be required to sit or stand for the majority of a normal tour of duty. Will lift and move equipment up to 20 pounds and will reach above shoulder level for technology installation or in assistance with technology installation. Fieldwork may involve travel for training activities, attendance at meetings and conferences.
