Duties

Help

This position is located at the Brigade level in an IRC funded position. The Sexual Assault Response Coordinator is the single point of contact to coordinate response activities when a sexual assault is reported within their area of responsibility. Responsible for assigning, monitoring, managing, and documenting victim assistance and advocacy activities performed by the Sexual Assault Prevention and Response Victim Advocates at the tactical (e.g., command) level. SARCs will serve as team leads for SAPR VA teams. SARCs are authorized to perform sexual assault victim advocate duties and will provide a non-clinical response that is trauma-informed, gender-responsive, culturally competent, and recovery-oriented. Incumbent will be notified of all reports of sexual assault within their AOR. SARCs will report to, be supervised, and evaluated by, and have direct and unimpeded access to the Supervisory Principal SARC. SARCs will also have direct and unimpeded access to the Commander when acting on behalf of the Supervisory Principal SARC or when a victim is experiencing a safety issue.

Serve as the single point of contact to coordinate response activities and oversee both military and civilian SAPR VAs in providing a non-clinical response to adult victims of sexual assault that is trauma-informed, gender-responsive, culturally competent, and recovery-oriented within their AOR. Ensure that SAPR VAs are applying best practices associated with victim advocacy, social service principles, and behavioral theories.

Apply basic strategies for skilled communication, including developing rapport and actively listening, to perform essential victim advocacy and support duties for adult cases of sexual assault as outlined in Department of Defense and Service policy, to include conducting risk screenings and non-clinical safety assessments, coordinating with relevant on-base and off-base resources, accepting official reports of sexual assault, and preparing the Victim Advocate Recommendations to the Commander in the absence of a SAPR VA or as requested by the victim in accordance with policy. This work involves Privacy Act and Controlled Unclassified Information and is therefore highly sensitive in nature.

Manage SAPR cases and referrals, to include data entry of official reports of sexual assault and SAPR Related Inquires into the Defense Sexual Assault Incident Database within the applicable time frames, ensuring compliance with DoD and Service policies, legal requirements, and guidelines ensuring a high level of data quality.

Develop and collaborate with relevant stakeholders on SAPR public awareness campaigns including planning local events for Sexual Assault Awareness and Prevention Month, representing the SAPR program in community outreach efforts as a subject matter expert, and ensuring that outreach efforts align with the SAPR program's strategic goals as assigned by the Supervisory Principal SARC.

Plan, schedule, and deliver comprehensive SAPR training for diverse stakeholders and local populations, covering SAPR policies, procedures, reporting options, and other pertinent topics in accordance with Department and Service requirements. Coordinate with other support agencies such as Integrated Primary Prevention Workforce, Equal Opportunity Program, and other applicable advocacy programs to ensure SAPR representation at events addressing the continuum of harm. Locate and reserve training sites for SAPR annual training and briefs, to include the coordination of audio-visual support and equipment and that necessary training materials are present.

Collaborate and partner, as an advisor, with the sexual assault Case Management Group members and High-Risk Response Team to address and mitigate identified risks and coordinate support services.

Ensure that the organization's strategic plan, mission, vision, and values are communicated to the SAPR VAs and integrated into the team's strategies, goals, objectives, work plans, work products, and services.

Articulate and communicate to the SAPR VA team the requirements of assignments, projects, problems to be solved, actionable events, milestones, program issues under review, and deadlines and time frames for completion.

Coach SAPR VAs on the identification and application of problem-solving methods and techniques; provide advice on trauma-informed victim advocacy, practices, and procedures; and assist SAPR VAs in identifying the parameters of a viable solution.

  • Within six (6) months of appointment, must graduate from required SAPR training courses and be awarded the DoD Sexual Assault Advocate Certificate. An active D-SAACP certification must be maintained for this position
  • This is an Essential Personnel position and may be subject to a maximum of 14 days of duty per year in preparation for, or in response to, a state emergency or disaster declaration.
  • Head of Agency requests to exceed 14 days in a year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1).
  • Upon accepting this position, the employee may be required to serve up to a two-year probationary period.

Qualifications

BASIC/EDUCATION EXPERIENCE:

Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences.

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences.

or

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

SPECIALIZED EXPERIENCE: Must possess one year specialized experience equivalent to at least the next lower grade level. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.

Knowledge of DoD and Service specific programs and structure, along with local, state, federal, and military laws; regulations; policies; and executive orders pertaining to sexual assault victim advocacy sufficient to plan, organize, implement, and carry out the components of a SAPR program.?

Diverse knowledge of accepted practices and procedures associated with victim advocacy, social services delivery systems, principles, and behavioral theories relating to victim advocacy, sexual assault, and other acts of interpersonal violence.

Ability to reach independent and authoritative conclusions as to appropriate actions needed to provide crisis intervention support and assess victims' needs, safety, and levels of risk in serious and complicated cases.

Comprehensive knowledge of essential support and advocacy services, liaison resources, community networks, and best practices for aiding victims of sexual assault, adhering to established procedures.

Knowledge of training and education techniques to implement and deliver sexual assault training and brief installation leadership, SAPR VAs, first responders, and other stakeholders on the policies, practices, procedures, issues, and concerns associated with sexual assault and victim advocacy.?

Proficiency in data entry, organization, report preparation, and information development to ensure effective handling and utilization of information related to victim advocacy.

Ability to use data management and reporting systems to collect and organize data drawn from databases.?Knowledge of victim services records format and other forms required to document cases.

Expertise in applying varied methods typical of sexual assault victim advocate programs, including crisis intervention, situational assessment, and needs analysis to provide tailored support and assistance and evaluate safety and levels of risk.

Comprehensive knowledge of and skill in developing and implementing program plans and leading teams.?Skill in assessing installation program needs to accomplish goals and objectives, evaluating program results and effectiveness, and recommending and/or implementing solutions for improvements.

Ability to effectively communicate both verbally and in writing with all levels of management, staff, and military personnel and their families.?

Knowledge of complex organizational dynamics, impact of management styles, organizational cultures, and ethics sufficient to identify and propose changes that resolve systemic problems.

Skill in applying knowledge to accomplish a variety of difficult and complex work assignments in carrying out the SAPR program.

Ability to develop trusting helping relationships and to work effectively with individuals and families from diverse racial, ethnic, religious, and socioeconomic backgrounds.

Skill in providing culturally informed services that empower marginalized individuals and adapt support strategies to align with the cultural, social, and personal contexts of each victim.

Knowledge of the available military and civilian resources on-installation and off- installation, what each resource can provide for a victim, and limitations and/or exceptions to confidentiality that may apply for to each resource.

Education

In addition to meeting the basic entry qualification requirements, applicants must have specialized experience and/or directly related education in the amounts shown in the table for Professional and Scientific Positions.

If you are a male applicant who was born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency (Register | Selective Service System : Selective Service System (sss.gov)).

Additional Conditions of Employment:

-Within 60 days of appointment to a Position of Trust and Moderate Risk; the employee must have a favorable completion and award of a Tier 3 background investigation and continuously maintain as directed by DoD and NGB to conduct duties and responsibilities as a SAPR Professional. In accordance with governing regulations, additional checks will be performed on a recurring basis. Incumbents in these positions are required to self-report civilian arrests, the filing of criminal charges, and/or convictions of any criminal offense to their supervisors and security office.

-Incumbent must maintain an active D-SAACP certification in accordance with (IAW) Section 584 of Public Law 112-81 and DoD Instruction (DoDI) 6495.03 as a condition of employment. In the event that D-SAACP certification expires, is suspended or is revoked, the individual is not authorized to serve in any SAPR position or perform SAPR duties until D-SAACP certification is reinstated. Failure to maintain certification may result in disciplinary and/or adverse action up to removal from federal service.

-Incumbent must be able to work other than normal duty hours, to include evenings, weekends, and holidays, on an on-call or rotational basis. The on-call or rotational status requires that SAPR VA work hours could vary, to include a requirement to be available 24/7, to respond to calls received via the helpline, from military or civilian law enforcement or from the military treatment facility or local hospital.

-This position may require temporary duty (TDY) business travel up to 25% of the time. Must possess a valid driver's license and have the ability to operate a motor vehicle should the need arise to operate a government vehicle/motor pool vehicle. May require travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.

-This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment. Note: The caveat is that the states, territories, and the district cannot drug test until a drug free workplace policy has been established and approved by the United States Department of Health and Human Services.
