Summary

The Administrative Officer for the Primary Care (PC) Service Line assures the comprehensive management of the service line and outpatient clinic services for the STVHCS. The PC Service Line consists of extensive administrative, clinical and training programs and has primary responsibility for coordinating delivery of the Veterans' Uniform Benefits Package. Their mission is to ensure enrolled veterans receive the right care, in the right setting, at the right time, and at the right cost.

Major Duties:

  • Runs various VSSC data reports to review supply and demand, clinic utilization, wait times and advance clinic access.
  • Oversees the consult management process involving staff education, business rules and types of consults.
  • Promotes and enforces compliance with access targets, measures, metrics and policies.
  • Monitors recurring expenditures for personnel, equipment and supplies.
  • Participates in the Primary Care Service line budget and business planning.
  • Estimates future hiring needs by monitoring panel sizes and performing gap analysis.
  • Manages personnel: supervisory duties, performance plans, observes work, provides feedback and provides advice and counsel to staff
  • Prioritizes improved PACT team function and best practices, increased efficiencies and improved quality of care.
  • Participates in development of strategic plans, policy-making and decisions requiring overall Primary Care management.
  • Works closely with Group Practice Manager, Associate Chief of Staff and Nursing to meet goals of Health Care System.
  • Directs, develops, plans, monitors, coordinates and implements primary health care activities throughout the health care system.
  • Ensures services are within the acceptable standard set by the Joint Commission, Drug Enforcement Agency, General Accounting Office, Office of Personnel Management and other regulatory and accreditation bodies.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/09/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: establishing procedures, monitoring processes and evaluating the effectiveness of primary care programs and hospital services; gathering information, identifying and analyzing various issues in order to develop and implement procedures to resolve problems of effectiveness and efficiency within the healthcare setting; AND Applying quantitative analyses that may require modification to fit identified problems to improve healthcare services.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is sedentary and the employee may sit comfortably. There may be some walking, standing, bending, carrying of light items, driving of an automobile, etc. Fieldwork may involve traveling to meeting, interviews, clinics/CBOCs, and sources of information.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
