This position is located within J1 Human Resources Office (HRO) and is advertised exclusively to current onboard federal employees within J1 HRO.
This is a target grade position where the selected incumbent will start at the GS-09 level. The incumbent will gain valuable experience and will have an Individual Development Plan (IDP) in place to facilitate progression to the target grade of GS-11.
As a HR SPECIALIST (COMPENSATION/RECRUITMENT/PLACEMENT), GS-0201-9/11, you will:
Serve as the state Human Resources Specialist for recruitment and placement
Be responsible for the development and implementation of plans to accomplish a statewide technician recruitment and recruitment program
Research and develop solutions and strategies to recruitment and retention problems that integrate a variety of flexibilities
Set rates of pay for GS and FWS appointments, transfers, promotions, changes to lower grade, and changes between GS and FWS pay systems
Reviews and verifies information on requests to fill actions to ensure accuracy and applicability and research applicable regulatory guidance and recommends effective and alternative recruiting actions
Determines candidate eligibility and performs qualification analysis of eligible applicants.
Administer merit promotion plan; provides guidance and assistance to supervisors and/or designated subject-matter experts
May assist higher graded Specialists in calculating estimates to provide technicians with permanent change of station moves initiation of transportation agreements and completion of travel orders authorizing various entitlements
Performs other duties as assigned
GS-11
Advises and supports State managers, supervisors, and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical, and clerical occupations
Provides oversight and expertise to ensure candidate eligibility determinations are within program and policy standards
Administers and provides oversight for the use of special employment programs to ensure the continuance of a balanced placement program.
Develops, coordinates, and maintains state plans/guidance. Attends national recruitment and placement workshops
provide support for recruitment and placement, military technician compatibility, permanent change of station moves, pay setting, recruitment/retention/relocation (3R) incentives, advanced in-hire rates, and reduction-in-force actions.
Areas of Consideration
CAT 6, All Permanent/ Indefinite, on-board, Title 32 and Title 5 Employees within J1 HRO organization
Must possess current, Secret Security Clearance (12 months to obtain) - Proof of Clearance must be provided with application if claimed

May be required to successfully complete a probationary period.

GENERAL EXPERIENCE:
Experience, education or training in the following:

Applying knowledge of principles, concepts and practices applicable to one or more fields of administration or management
SPECIALIZED EXPERIENCE:
To qualify for this position, applicants must possess a minimum of one year of specialized experience at the GS-07 level or equivalent, demonstrating a solid understanding of National Guard missions and federal personnel programs. Candidates should have hands-on experience with personnel programs and Human Resources Information Systems relevant to the role.
Key qualifications include:
Proficiency in the core competencies of personnel and manpower management, including organizational structure, requirements determination, program allocation, and performance improvement.
A strong grasp of organizational structures, manpower standards, and data systems, along with experience in strategic sourcing.
Demonstrated ability to advise supervisors on personnel program requirements and manage accession planning, classification, and civilian promotions.
Experience in advertising positions, processing assignments, and reviewing human resources development programs, alongside knowledge of education and training policies.
Familiarity with equal opportunity initiatives and sexual assault prevention programs.
Skills in career counseling, performance evaluation, and conducting educational personnel courses.
Competence in merit principles and the ability to guide the implementation of personnel plans and policies.
Knowledge of manpower resource budgeting and performance management practices, with a focus on process improvement and best practices.
GS-11 Qualification will be determined by the IDP when selected for the GS-09 position
