This position is located within the Department of the Interior (DOI), Office of the Secretary (OS), Office of the Assistant Secretary for Policy, Management and Budget (AS-PMB), Office of Emergency Management (OEM), Interior Operations Center (IOC), Denver, CO or Washington, D.C.

At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:

1. Serves as the program manager for the DOI-OEM centrally managed Emergency Notification System (DOI ENS) utilized by DOI bureaus and offices to coordinate DOI Continuity of Operations (COOP), Emergency Management (EM), Employee Accountability, and Occupant Emergency Program activities.

2. Plans, organizes, staff, directs, and controls all phases and activities of emergency management projects undertaken by the Emergency Operations Division.

3. Analyzes, interprets, and evaluates emergency management policies, procedures, regulations, and a wide variety of pertinent emergency management data required for emergency alerts, safety messaging, and other notifications to DOI employees and non-Federal entities and DOI partners regarding incidents, emergencies, office closures, tests, and/or exercises

4. Provides oversight, guidance, and execution for the following types of programs: OEM emergency management projects, procurement of IOC-specific hardware and software operations and maintenance, IOC conference room logistics and management, OEM resource management, and other related duties.

5. Coordinates activities with other professionals and experts who share responsibility for emergency preparedness including land and natural resource managers, law enforcement officers, wildland firefighters, emergency medical personnel, environmental specialists, engineers, scientists, school administrators, social service professionals, occupational health and safety specialists, legal advisors, public affairs specialists, and others involved in emergency management across the Department.

6. Perform duties common to all Department of the Interior emergency management personnel.

7. Analyzes, prepares, and maintains budget submissions for all projects, including life cycle management, business case development and maintenance, application development standards, project management guidelines, and procedures for linkage among the budget, acquisition, telecommunications, and IT communities to ensure organizational integration.


The OS-Office of Emergency Management has determined that the duties of this position are suitable for situational/ad-hoc telework only.

This position is a drug testing designated position. The incumbent will be subject to background investigation and must be able to obtain and maintain a Secret Clearance.

The incumbent is designated as an Emergency Employee and is subject to recall around the clock for emergency management operations or may be required to remain at work during dismissal or closure situations. Emergency Employees are expected to remain in contact with their agencies at all times during emergency situations.

The position is expected to be assigned to one or more emergency management team rosters to be activated during disaster operations and participate with the team in exercises.

A valid State driver's license is required.

Salary Range Information (Per Annum) *First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

GS14:
Denver, CO: $140,239 to $182,316 per annum*
Washington, D.C.: $143,913 to $187,093 per annum*

Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.

Specialized Experience
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience (must meet all):

1. Independently managing and coordinating Department-wide or organization-wide emergency management response activities for disasters and emergencies such as natural disasters, wildland fires, technological incidents, oil spills, and hazardous materials;
2. Planning, implementing, and reporting on emergency management program activities; AND
3. Creating and disseminating incident notifications via several modalities including emergency notification systems.
