Duties

Help

  • Provides support to Home and Community Based Care (H&CBC) Staff by monitoring projects and program information, utilizing statistical data to formulate reports including charts, reports, and graphs.
  • Identify and recommend ways of eliminating, combining, simplifying or improving operations for H&CBC.
  • Performs management and program analysis with objective information for making decisions for productivity and efficiency of H&CBC and its programs.
  • Generate and manage data reports of all H&CBC to assess turnovers, appointments, and effectiveness of outcomes.
  • Perform complex assignments within designated suspense periods, various quantitative and qualitative reports, budget reports, and communicate results.
  • Monitors statuses of service projects utilizing software and recommends reallocation of resources as needed.
  • Coordinate, develop and submit of all required reports and memos and tracking responses.
  • Utilizes software to provide general administrative functions when creating memos, reviewing calendars, compiling data, and reporting analyzed results.
  • Serves as a primary point of contact for non-clinical discrepancies to ensure minimal interruptions to patient care.
  • Develops requests for new equipment, equipment turn-ins, replacements, reports of surveys, loans, trials, and testing.
  • Tracks recruitment and vacancies within the Service to maintain accuracy of Organizational Chart.
  • Maintains a record filing system to ensure that all H&CBC files and records are kept up-to-date and maintained in accordance with records control schedule. Incumbent will possess the knowledge of record tracking procedures to request, recharge, and retrieve medical records.
  • The position must maintain comprehensive knowledge various guideline, mandates, policy and procedures within STVHCS, VISN 17, VACO, Joint Commission, Commission on Accreditation.
  • Perform Labor Mapping and Time Management for all H&CBC Programs and staff.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/09/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must possess one year of specialized experience, equivalent to at least the GS-07 level in the federal service, that equipped you with the knowledge, skills, and abilities needed to successfully perform the duties of this position and that is typically in and/or related to the position being filled. Examples of specialized experience would typically include, but are not limited to: performing management and program analysis in support of Home and Community Based Care programs; applying quantitative and qualitative analytical methods to assess program efficiency, productivity, staffing, and outcomes; developing, managing, and interpreting data reports, charts, and narratives for leadership decision-making; monitoring projects and operational status to identify process improvements and recommend resource adjustments; coordinating and preparing reports, memoranda, and responses; maintaining official records in accordance with records control schedules; applying VA, VISN, VACO, and Joint Commission policies and procedures; supporting labor mapping, time management, and workforce tracking; resolving non-clinical operational issues to minimize disruption to patient care; operating numerous and varied computer software programs, such as Microsoft (MS) Word, MS Excel, MS PowerPoint, and MS Outlook, to collate and manipulate data, conduct analyses, and develop reports, presentations, and correspondence as necessary for program requirements; AND analyzing and developing contractual financial reports using computer programs, reports, and documents to determine the validity of data. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related (TRANSCRIPT REQUIRED). OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one full year of graduate education.
Preferred Experience:
  • Experience in supporting healthcare management or clinical programs
  • Demonstrated proficiency in administrative data management and reporting
  • Experience serving in a timekeeping or payroll support role
  • Proven ability to coordinate and support meetings and committees
  • Experience working independently in a fast-paced healthcare environment
  • Experience entering, tracking, and validating data in a web-based and clinical information system
  • Proficiency in EHR and computer software programs (such as MS Word, Excel, Outlook, Explorer); strong writing and verbal communication skills.
