Duties

Help

As a USCP Lieutenant, you serve as a Section Commander and will be responsible for the following police officer duties:

•             Administrative and human resource management functions relative to the staff supervised.
•             Establishing guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system.
•             Observing workers' performance and demonstrating and conducting work performance critiques.
•             Providing informal feedback and periodically evaluating employee performance.
•             Resolving informal complaints and grievances.
•             Developing work improvement plans and recommending personnel actions as necessary.
•             Providing advice and counsel to workers related to work and administrative matters.
•             Effecting disciplinary measures as appropriate to the authority delegated in this area.
•             Reviewing and approving/disapproving leave requests.
•             Assuring those in your command are trained and fully comply with the provisions of USCP safety regulations.

Must have been promoted to Sergeant on or before December 1, 2023. Must be a current USCP Sergeant on or before December 1, 2025. Must complete a one-year probationary period.

Qualifications

Lieutenant Promotional Process: To be eligible to apply for the Lieutenant promotional process, candidates must have been promoted to the career rank of Sergeant with the USCP on or before December 1, 2023, and:

•             Candidates must have been promoted to the career rank of Sergeant on or before December 1, 2023; and currently hold the rank of Sergeant on or before December 1, 2025.

•             Candidates must not have been in a non-duty status for more than 30 consecutive days between December 1, 2023, and December 1, 2025, unless otherwise authorized by law (e.g., performance of duty injury, Family Medical Leave Act (FMLA), or Uniformed Services Employment and Reemployment Rights Act (USERRA)).

•             Candidates must not have any Departmental documentation that specifically limits their eligibility to participate in the promotional process by the close of the vacancy announcement.

The final promotion list will be certified by HumRRO, and will be used for promotions at the rank of Lieutenant. The Chief of Police, at his discretion, may elect not to select a candidate for reasons such as, but not limited to, unsatisfactory job performance; sustained serious misconduct; funding, operational requirements; and/or pending investigations, either internal or external.

This position is exempt from the Fair Labor Standards Act overtime provisions. This position is not included in a collective bargaining unit. Note: Multiple vacancies exist. The number of Lieutenant positions will be determined by the needs of the Department. The promotional process will consist of two components, administered separately, designed and conducted by HumRRO. Phase I - Written Examination. The promotional process will consist of a written examination consisting of 100 multiple-choice questions for the rank of Lieutenant. The exam will consist only of closed book questions. There will be no open book portion to the exam. Phase II - Skills Assessment Phase. Candidates taking the Lieutenant's examination who have achieved a raw score of 70 points or more will advance to the Skills Assessment Phase of the promotional process. The Skills Assessment Phase (Phase 2) for the Lieutenant rank will consist of a video interactive exercise, planning and organizing exercise, and inbox exercise. The Phase 2 score is the average of the three exercises. Candidates who have achieved a Phase 2 score of 2.1 or more will be considered eligible for promotion. Phase 1 - Scoring. The written examination will be provisionally scored electronically at the examination site. Any candidate who elects to receive their provisional score on the day of the written examination will be provided with their Score Sheet by HumRRO. Your Score Sheet contains the key to the answers on the test as well as how you answered each question. The key may be useful to you if you wish to appeal a question. The provisional score will be finalized once all appeals, if any, are complete. However, please note that you will only receive your Score Sheet (that contains your answers and the key) by waiting for your test to be scored at the examination site. Candidates not staying for their provisional results will be able to access their provisional score on the HumRRO website. The points associated with each assessment phase are provided as follows. Lieutenant Rank Written Test: 39 points. Skills Assessment: 61 points. Phase I - Written Examination Appeal Process: Candidates may appeal questions on the written examination. The appeals process for the written examination will be conducted online. There will be NO on-site session immediately following the written examination; therefore, you do NOT need to bring your source material to the testing site. The appeals process will be open for 24 hours. You will be given more specific details on how to review the test questions, the key, and your answers and how to submit an appeal. After the appeals process, final exam results will be posted on the HumRRO website: www.humrro.org/uscp (Password = uscp789!).
