Help

As the principal designer of the enterprise's technology framework, the Chief Enterprise Architect establishes the enterprise-wide technology vision and develops a comprehensive architecture framework and roadmap that supports both immediate operational needs and long-term strategic goals. This position plays a critical role in bridging business strategy with technology execution, ensuring that all IT investments deliver maximum value, maintain security and compliance standards, and position the Commission to meet evolving challenges.

This position demands a unique blend of proactive thought and engagement, deep technical expertise, strategic vision, and leadership to navigate the rapidly evolving technology landscapes. The Chief Enterprise Architect is instrumental in ensuring that the organization's technology ecosystem supports mission success, enhances operational efficiency, and drives continuous improvement.

Typical Duties Include:

  • Developing and maintaining the enterprise architecture strategy, vision, and multi-year roadmap aligned with the Commission's strategic plan.
  • Conducting current state assessments, gap analyses, and future state architecture planning to guide modernization and technology investments.
  • Establishing architecture principles, standards, patterns, and guidelines for technology selection and implementation across the enterprise.
  • Leading and mentoring senior architects, technical leads, and specialized staff to ensure high-quality architecture practices.
  • Collaborating with stakeholders to prioritize and implement innovative technology solutions leveraging cloud, SaaS, PaaS and emerging technologies.
  • Modernizing and retiring legacy systems while defining strategies for new projects, including build vs. buy decisions and integration requirements.
  • Facilitating architecture review boards, design reviews, and governance forums to maintain standards and best practices.
  • Interpreting and operationalizing federal IT policies, legislative mandates, and regulatory requirements into enterprise architecture standards and technical guidelines.
  • Developing and maintaining enterprise architecture compliance programs, establishing audit frameworks, monitoring mechanisms, and accountability structures.
  • Translating organizational strategy into actionable architecture plans and measurable outcomes.
  • Overseeing security, compliance, and risk management; ensuring interoperability and performance across platforms.

  • This position is not in the collective bargaining unit NTEU Chapter 293.
  • Selectee will remain in their current duty station.
  • Selectee wishing to relocate to HQ may be considered for a voluntary transfer. Relocation expenses are not authorized.

All qualification requirements must be met by the closing date of this announcement.

Time-in-grade for this announcement is one year at the GS/SK-14 level.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

BASIC REQUIREMENT: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below:

  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement below.

SK-17: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level:
  1. Overseeing the development and implementation of an enterprise architecture aligned with organizational strategic goals; AND
  2. Conducting technology analyses to guide strategies for new and innovative technology projects; AND
  3. Facilitating compliance with enterprise architecture technology standards to align IT strategy with organizational business goals and mission objectives.

  4. Technology Expertise: Knowledge of the principles and methods of specialized technologies, tools, and delivery systems, including security, risk management, governance, functionality, and user interface in area of expertise (e.g., software development, infrastructure operations)

  • Well Qualified - Meets the minimum qualification requirements and has a moderate amount of skills and experience in most of the job related competencies above.
  • Qualified - Meets the minimum qualification requirements, but may have a limited amount of experience in several of the job related competencies.
