As a TRAINING SPECIALIST, GS-1712-09, you will formulate, oversee and evaluate the overall training programs for the command; develop yearly and longer training plans; issue instructions and procedure to subordinate units for the conduct of training activities that meet the requirements of the Department of the Army, National Guard Bureau, major army headquarters and/or other higher headquarters; establish and conduct a training evaluation program for subordinate units; create or modify the unit's mission essential task lists in accordance with critical wartime mission requirements; review training evaluation and inspection reports to identify systemic problems and trends; determine and formulate needed revisions or improvements to training activities; review training plans and schedules of subordinate units for approval and revision as necessary; provide guidance and assistance to unit commanders or other training personnel pertaining to scheduling and conducting training; prepare plan and report pertaining to readiness and mobilization; provide guidance and assistance to units in preparation of readiness reports; receive and consolidate unit readiness feeder reports; evaluate the organizational readiness report and prepare recommendations for improvements/modifications of the battalion training program; prepare command level mobilization and contingency operation plans; provide technical guidance and assistance to subordinate units in the development of mobilization, alert and assembly plans for use in responding to local/national emergencies and homeland security missions; direct scheduling and coordination for the use of training sites and facilities; ensure the arrangement for equipment and supplies needed for training activities; procure or direct the procurement of training aids, manuals, or other instructional material; maintain liaison with personnel at local, state or federally operated training sites; identify the requirement for the coordination and maintenance of usage agreements for local/private training areas; develop and implement Risk Management plans and programs for the command; provide guidance to subordinate units on the implementation of Risk Management plans and programs; develop safety/accident prevention policies and supervises implementation; serve as security coordinator for the command; provide guidance and assistance in implementing and following security measures for such items as documents, arms and ammunition, and communication/automation equipment (COMSEC/COMPUSEC); may be designated as Custodian or Alternate Custodian of Classified Documents, COMSEC/COMPUSEC account Custodian/Alternate and/or Physical Security Manager as required by regulations and local situations; identify requirements and justifies requests for supplies and services such as ammunition, demolitions, rations, contract latrines, automation support, etc; plan, organize and assign work to employees engaged in training and readiness at the command level; revise assignments or detail employees to other duties as necessary to meet changing work situations, deadlines, or priorities; participate in the selection of subordinates from lists of eligible; establish performance standards and evaluates employee performance; prepares formal requests and recommendations for promotions, reassignments, etc.; perform other duties as assigned.

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications

Military Grades: Enlisted (E4 - E7), Warrant Officer (WO1 - CW3) or Officer (2LT - CPT)

GENERAL EXPERIENCE: Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Experiences, education, or training that demonstrated the ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise demonstrates the ability to perform or learn to perform the duties of the position.

SPECIALIZED EXPERIENCE: (Must have at least 12 month) of experience equivalent to the GS-07. Experiences that demonstrated the particular knowledge, skills, and abilities (Competencies/KSAs) to successfully perform the duties of the position. Knowledge of Army or Air Force vision, values, organization, policy, and mission is mandatory. Knowledge in training centers, training programs, schools, and units for these systems. Have experiences in conducting and developing education and training programs. Also, experienced in conducting, supervising, or developing education or training programs. Knowledge in the Army or Air Force education and training policy requirements. Experienced in managing programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries. Knowledge is mandatory of audio-visual presentations, educational tests and measurements, and instructing techniques. Knowledge is mandatory of Army or Air Force education and training programs in regard to their principles, policies, and procedures. Experienced in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products. Must have effective writing skills; editing practices; instructional media applications, training reports, program and curriculum validation, and training implementation procedures. Experiences in training program management; scheduling training events and facilities; conducting assistance visits and training meetings; work center and individual job qualification standard development; education institution registration requirements; military personnel classification system and policies; communicative interpersonal skill applications; and distance learning concepts. Experienced and effective communicator. Abilities and experiences in presenting professional courses and briefings; and proficient capabilities in writing reports and records. Experiences as a participant and presenter during training and military or civilian conference events. Experiences in organizing and preparing instructional materials. Understands and applies formal training objectives. Able to develop course syllabi, training project outlines, and daily and weekly lesson plans. Experienced in preparing assignments, laboratory exercises, demonstrations, training aids, and references and related material required to parallel and supplement course outline. Experienced in the art of instructing personnel, such as determining the instructional methods for class size and subject matter. Capable of instructing students by lectures, discussions, demonstrations, group activities, and laboratory work. Experienced in using audiovisual aids such as, mockups, graphs, training films, and film strips. Experienced in training aids such as, achievement and aptitude tests and rating scales. Experienced in identifying and conducting individual learning difficulties diagnoses and recommends courses of remedial instruction. Understands and applies basic classroom preparations for effective instruction using controlling factors such as, temperature, ventilation, lighting, cleanliness, and arrangement of desks and equipment.

--Knowledge of a wide range of military training and operations management concepts, regulations, policies, and procedures for the purpose of providing the command and staff comprehensive guidance. Develops and implements training and operations management policies and procedures.
--Knowledge of training and operations functions to direct and conduct subordinate unit inspections and assistance visits and evaluate the results
--In-depth knowledge of military training and operations of the organization sufficient to provide technical advice and assistance to staff and subordinate unit personnel in the conduct of required individual and collective training requirements and the preparation of operation orders, yearly training guidance, training circulars, etc.
--Knowledge of subordinate unit training and operations functions and reports within the command sufficient to review trends, validate analysis, provide or implement recommendations that result in the enhancement of operational readiness
--Knowledge of recurring training requirements, ammunition forecast system, and the command training funds system sufficient to propose, request, sub-allocate, execute, and monitor the command training plan and applied resources
--Knowledge of individual and collective deployment requirements sufficient to direct the development of deployment plans. Directs and provides assistance in the preparation of required readiness reporting documentation for subordinate units and the organization. Upon receipt, analyzes and proposes recommendations for the improvement of the overall readiness posture of the organization
--Knowledge of training requirements, physical security, and safety programs sufficient to manage assistance visits, inspections, and external evaluations of subordinate units and ensure policy implementation. Analyze results, makes appropriate recommendations to correct deficiencies and implements control measures
--Knowledge of physical security requirements sufficient to function as the security manager for the command and provides management and control of classified documents, operational security materials, communication security equipment/documents, and computer security items for the command
--Knowledge of organizational operations and mission requirements sufficient to develop the mission essential tasks to include individual and collective supporting tasks
--Ability to communicate through both oral and written communications sufficient to communicate ideas and guidance utilizing presentations, briefings, and correspondence
--Knowledge of strength maintenance procedures of the unit in order to assist in the performance, coordination, and support of recruiting activities
