Duties

Help

  • Plans, organizes, and directs the activities of 718 CES/CELC, ensuring that Customer Service and Housing Maintenance Requirements and Optimization functions comply with legal and regulatory requirements and meets customer needs.
  • Exercises supervisory personnel management responsibilities.
  • Represents 718 CES Housing Maintenance with a variety of installation and functional area organizations.
  • Identifies Facility Maintenance Lifecycle Requirements.
  • Manages and executes a Military Family Housing Facilities Asset Management Plan (AMP).

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • This is a Mission-Essential position performing a Mission-Critical function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

  • Able to lift and carry up to 30 pounds, reach above shoulders, use of fingers, able to climb ladders, and safely operate a motor vehicle.
  • This is a Supervisory Position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.

Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:

  • Planner and estimator who analyzed designs for production purposes.
  • Instrument maker or model maker who performed design or development work on devices fabricated.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE:

FOR EXTERNAL APPLICANTS: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience must include skill in carrying out, standard procedures based on assignments requiring extended training or experience in the Asset Management Practices and Principles within the area of Operations Engineering. Proficiency in coordinating, developing, and balancing work schedules for maintenance and/or repair of facilities; collecting, recording, and validating budget and real property asset information; tracking and coordinating the execution of work requirements; and performing quality assurance and data analysis in support of maintenance and repair optimization activities. Knowledge of facility maintenance and engineering requirements, standards, and practices outlined in governing instruction and regulations such as the Unified Facilities Code, National Fire Protection Act, National Electrical Code, Japanese Environment Governing Standards, or Occupational, Safety, and Health Agency regulations.

FOR INTERNAL APPLICANTS: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience must include skill in carrying out, standard procedures based on assignments requiring extended training or experience in the Asset Management Practices and Principles within the area of Operations Engineering. Proficiency in coordinating, developing, and balancing work schedules for maintenance and/or repair of facilities; collecting, recording, and validating budget and real property asset information; tracking and coordinating the execution of work requirements; and performing quality assurance and data analysis in support of maintenance and repair optimization activities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level for EXTERNAL APPLICANTS and one year at the GS-09 level for INTERNAL APPLICANTS is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of engineering methods and techniques associated with Civil Engineering (CE) Facility Maintenance and Construction processes to ensure appropriate inspection, installation, remediation, and life cycle requirements of buildings, facilities, utilities, and alarm and suppression systems.

2. Knowledge of safety and security regulations, practices, and procedures.

3. Knowledge of Asset Management Principles and Practices as it applies to Operations Management and Requirements and Optimization activities.

4. Knowledge of Computerized Maintenance Management and Sustainment Management Systems, system capabilities, economic usage to effectively accomplish assigned functions, and proficiency in Microsoft Office products (Excell, Word, PowerPoint, Outlook) with the ability to manipulate data use macros and formulas, pivot tables and charts, perform data analysis, and build effective presentations.

5. Knowledge of CE work control, customer service, operations/maintenance management procedures, and functions and procedures of each type of CE work center and their accompanying regulations and requirements.

6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.

7. Ability to communicate effectively, both orally and in writing.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
