Duties

Help

As a SUPERVISORY HUMAN RESOURCES SPECIALIST (MILITARY) (TITLE 32), GS-0201-11, plan, organize and direct the activities of assigned program areas, ensuring that legal and regulatory requirements are met. Develop goals and objectives that integrate organization and military human resources objectives and establish policies and procedures for accomplishment of the same. Coordinate, plan, and schedule with other organization managers and customers as appropriate. Review and provide advice on organization missions (Reorganization / Activation / Deactivation, etc.), functions, and manning of serviced units, including reorganization, activation, deactivation, and transformation. Identifies, analyzes, and provides recommendations to supervisor on significant issues and problems related to work accomplishment. Direct and implement military personnel programs of assignment in order to ensure highest levels of unit and personnel readiness to accomplish statewide military personnel programs.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1 & 3 Only. Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency WITH dual FL National Guard military membership; Category 3: All current military members of the Florida National Guard.

PCS: Permanent Change of Station (PCS) costs, MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.

Recruitment / Relocation: Incentive MAY be authorized. ONLY after determination is made that payment is in the best interest of the Florida National Guard.

FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation.

Military Grades: Officer/Warrant Officer: WO1 thru O3

SPECIALIZED EXPERIENCE: GS-11 Must have at least one year of specialized experiences at the GS-09
level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Experience, education, or training involving the administering, delivering, maintaining, advising, and adapting advanced concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements of the Army. Experience assisting in the development of National Guard Human Resources policies and procedures. Experience advising management on Human Resources principles and practices. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of aPh.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
