Duties

Help

  1. Performs a wide range of complex real property functions relating to the acquisition, management, and disposal of government real property.
  2. Responsible for real property inventory maintenance, reporting, and data analysis. Develops local procedures to ensure real property records are current/complete, and an accurate inventory of assets with supporting documentation is maintained.
  3. Acquires interest in real property and use rights involving a combination of complicating factors. Determines the appropriate real property interest to be acquired, highest and best use of property, as well as technical guidance to satisfy the requirements for specific projects.
  4. Determines need for and takes actions to outgrant property.
  5. Disposes of excess buildings, facilities, systems, and infrastructure or land involving significant complicating factors such as historical and cultural concerns.
  6. Conducts extensive space utilization surveys involving unusual or special needs. Analyzes requirements for compatibility, conformance with allowable criteria, and recommends changes.

Qualifications

In order to qualify, you must meet the generalized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

GENERAL EXPERIENCE: Applicants must have at least one (1) year of generalized experience at the next lower grade GS-04 or NH-I pay plan, equivalent in other pay systems. Examples of generalized experience includes: Ability to acquire the knowledge of a wide range of complex real property principles, concepts, and practices; as well as agency, state, and local government procedures, and the appropriate statutes and policies; knowledge of property disposal policies and procedures, outgrant procedures, local market situations, and required documentation; knowledge of policies and procedures for real property documentation and records, as well as knowledge of common accounting and data analysis principles.

EDUCATION:
I have successfully completed two (2) years education above high school. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS.

COMBINATION OF EXPERIENCE AND EDUCATION:
I have less than the full amount of experience as described in A and I have less than the full amount of education described in B. Therefore, I have a combination of experience as described in A and education as described in B above. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-04 level or NH-I Pay Plan is required to meet the time-in-grade requirements for the NH-II level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a wide range of complex real property principles, concepts, and practices; as well as agency, state, and local government procedures, and the appropriate statutes and policies.

2. Knowledge of property disposal policies and procedures, outgrant procedures, local market situations, and required documentation.

3. Knowledge of policies and procedures for real property documentation and records, as well as knowledge of common accounting and data analysis principles.

4. Skill in gathering, evaluating, and interpreting data to arrive at valid conclusions and offer meaningful recommendations.

5. Ability to analyze space utilization requirements and make recommendations on reuse.

6. Ability to communicate effectively, both orally and in writing, using tact and diplomacy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
