Help

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As an Economist (Macroeconomics), you will:
-Analyze and assess the potential impact of U.S. policy shifts or global economic developments on the U.S economy and specific special interests.
-Identify and analyze substantive issues, independently structuring the work to be performed, evaluating the results attained, and recommending potential policy changes.
-Work with other analysts to monitor and assess the significance of emerging economic issues with implications that cut across many sectors of the economy.
-Study highly technical and complex questions assigned by the Office Director, the Deputy Assistant Secretary for Macroeconomic Analysis and the Assistant Secretary for Economic Policy

Key Requirements:

  • Must be U.S. Citizen or U.S. National.
  • All newly appointed employees to the federal service are subject to a probationary period if hired under a competitive service appointment, or a trial period if hired under an excepted service appointment. These periods are designed to evaluate an employee's performance, conduct, and alignment with agency mission and values. These periods are no longer passive transitions to permanent status but serve as formal extensions of the hiring process, requiring affirmative Supervisory certification action.
  • Must successfully complete a background investigation.
  • All new hires will be required to comply with federal ethics laws. A review of financial or other interests may be conducted to determine if they create any real or apparent conflict of interests with official Treasury duties.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.

Qualifications

You must meet the following requirements by the closing date of this announcement.

SPECIALIZED EXPERIENCE:

For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.
Specialized Experience for this position includes:
-Conducting independent research into questions of economic significance, using advanced statistical and econometric techniques; AND
-
Publishing independent research in peer-reviewed journal articles, doctoral dissertation chapters, or equivalent publications; AND
-
Leading analysis, using multiple macroeconomic models and time series models, to assess likely economic implications of policy proposals and/or respond to questions posed by senior management; AND
-
Presenting results of macroeconomic analysis, both orally and written, to a variety of audiences, including but not limited to senior management, subject matter experts, and educated laypersons; AND
-
Applying economic research to develop and inform policy options.

For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
Specialized Experience for this position includes:
-Planning, executing, and completing independent economic research projects by using appropriate theoretical models, statistical techniques, and software packages that would suitable for publication in academic journals; AND
-Compiling and analyzing macro data sets to construct tables or graphs that effectively present key findings for a variety of skilled and educated layperson audiences; AND
-Using macroeconomic models and data collection methods to assess the significance of changes in economic conditions; AND
-Implementing time-series techniques and/or other econometric models to assess potential policy impacts; AND
-Communicating economic analysis and results effectively, both orally and to interagency policy meetings, policy-oriented workshops outside government, or private-sector consulting projects related to the public sector.

For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.
Specialized Experience for this position includes:
-Planning and executing independent economic research projects, using appropriate theoretical models, statistical techniques, or software packages, that would be suitable for publication in academic journals; AND
-Compiling and analyzing macroeconomic data sets to construct tables or graphs that capture key findings; AND
-Using economic models to study questions of applied macroeconomics; AND
-Communicating effectively either orally or written economic analysis and results effectively to supervisors.

OR A related Ph.D. or equivalent doctoral degree
OR Combination of specialized experience and graduate level education. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

Candidates who are in the process of completing the requirements for a Ph.D. will be considered for the GS-12 level as long as the requirements for a Ph.D. are completed within 9 months of application.



The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resumé.

Education

A. Degree: economics, that includes at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

B. Combination of education and experience:
courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.


The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

-apply advanced econometric and policy modeling techniques to evaluate the effects of fiscal, monetary, and global policy changes on the U.S. economy and/or government finances.
-serve as a principal advisor to senior leadership by producing high-level policy assessments, briefings, and strategic analyses that inform national economic policy decisions.
-represent your office in interagency and external policy forums, and provide authoritative briefings to senior U.S. and foreign officials.

GS-13 or equivalent: To be found well qualified at this grade level, the applicant must demonstrate documented duties and responsibilities that include all of the following:
-conducting macroeconomic analysis and policy-relevant research across multiple sectors of the U.S. economy, including labor markets, inflation, consumer spending, business investment, housing, and financial markets.
-collaborate with analysts and/or federal agencies to assess implications of economic conditions for government receipts, outlays, and policy options.

GS-12 or equivalent: To be found well qualified at this grade level, the applicant must demonstrate documented duties and responsibilities that include all of the following:
-analyzed key macroeconomic indicators including GDP, labor market data, inflation measures, consumer spending, and financial market data to assess current economic trends and risks.
-contributed to written analytical products such as memoranda, briefing materials, and reports supporting policy analysis under established frameworks and guidance.
