The purpose of this position is to serve as the Enrollment Coordinator, GS-0301-11 in the Health Administration Service at the Michael E. DeBakey VA Medical Center (MEDVAMC), under the supervision of the Assistant Chief of Health Administration Services (HAS). The Selectee is responsible for planning, managing and directing all technical and administrative activities/issues associated with enrollment, Tricare, CHAMPVA, Outreach, eligibility health benefits, details, and admissions.

  • Provides technical advice and expertise to the MEDVAMC nine (9) satellite and community based outpatient clinics concerning patient processing activities and legal entitlement/eligibility for services.
  • Serves as point-of-contact for Administrative Officers at the outpatient clinics to assist in answering inquires related to patient processing activities, and also shares information pertaining to recent VHA directives, handbooks, or policies having to a direct impact on patient processing activities. responsible for the direction, administration, all technical and administrative activities/issues associated with enrollment, Tricare, CHAMPVA, Outreach, eligibility health benefits, details, admissions scheduling, and supervision of all staff eligibility activities.
  • Responsible for daily program planning, future planning and administration of eligibility/enrollment at the MEDVAMC.
  • The Selectee has delegated authority under the Assistant Chief, HAS to make procedural changes, decisions, workload assignments and commitments within the section.
  • Establishes operating guidelines, assigns work requirements, ensures adequate coverage/staffing is available, coordinates activities, maintains work flow, ensures consistency in system operations and resolves complex technical work issues not covered by established policies and/or VHA directives.

Work Schedule: Monday- Friday (7:30am-4:00pm); subject to change based on the needs of the facility.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/28/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Technical and administrative working with enrollment, Tricare, CHAMPVA, outreach, eligibility health benefits, and admissions. Administrative, logistical, and support services related to decedent affairs. Experience in computer applications such as VISTA, CPRS, Word, Excel, PowerPoint, Outlook, VES, HINQ and MSS. Conduct briefings to senior leaders, including the Medical Center Director, on eligibility, enrollment, and decedent affairs matters. Communicate effectively both orally and in writing, with people from various educational and socioeconomic backgrounds. Evaluate subordinate staff work duties and assignments, coordinate Veterans registration outreach events, and manage day-to-day workload and operations. Provide advice and support efforts to improve the efficiency of administrative program operations, and negotiating effectively with management and other stakeholders on the implementation of required and recommended changes.

  • Education: Successfully completed three (3) years of progressively higher-level graduate education leading to a Ph.D. degree, or Ph.D., or equivalent doctoral degree in the related field of the position to be filled. The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college, or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation.

  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience as described above and graduate education as described above beyond the first two graduate years or 36 semester hours.NOTE: Transcripts must be submitted with your application materials. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is partially sedentary. To accomplish assigned duties within HAS and with other services in the Medical Center, frequent walking, standing, pushing, and lifting may be required. Frequent trips may be required to the Community Based Outpatient Clinics to conduct training classes and assist in the development of the Quality Management Plan and Monitors.
