Duties

Help
  • Serve as the senior program manager and technical authority for the agency's Emergency Management (EM) and Continuity of Operations (COOP) programs, developing and implementing all related policies, plans, and guidance.
  • Ensure the agency maintains full compliance with all applicable emergency management-related directives, regulations, laws, and national-level standards.
  • Plan, direct, and supervise the work of the Emergency Management staff, assigning duties, setting performance standards, making selections, and overseeing employee development and training.
  • Lead the Planning, Programming, Budgeting, and Execution (PPBE) process for the EM and COOP programs, planning and executing all program requirements and managing the associated budget and resources.
  • Act as the agency's primary expert and advisor during real-world emergencies, crises, and continuity activations; directs the activation and operation of the agency's Emergency Operations Center (EOC).
  • Represent the agency and serves as the primary point of contact for EM and COOP matters, coordinating with federal, state, local, and non-governmental partners to ensure integrated planning and response efforts.
  • Develop, manage, and evaluate the agency’s comprehensive "all-hazards" training and exercise program to test, validate, and improve plans, procedures, and operational capabilities.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access. A pre-employment and recurring comprehensive background investigations are required.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
  • This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.
  • This position may require the incumbent to work during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules during crises, or contingencies.
  • This position may require overtime on short notice.
  • Incumbent may be required to temporarily work extended and irregular tours of duty to include days, nights, shifts and weekends.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes ensuring program activities comply with established standards such as federal directives, regulations, and policies: AND recommending mitigation strategies based on vulnerability assessment results; AND applying Incident principles to emergencies or planned exercises; AND directing the work of team members, providing on-the-job training, or leading project teams. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

You will be evaluated on the basis of your level of competency in the following areas:


Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
