Help

  • Coordinates personnel actions; handles matters involving recruitment, promotion, awards, training, counseling, disciplinary actions, and grievances.
  • Writes position descriptions and functional statements, maintains detailed history for every position, including organizational charts.
  • Manage Service Contracts
  • Prepare Acquisition Packages
  • Works collaboratively with supervisors to determine staffing needs and creates resource requests with strong justifications utilizing available staffing guidelines, and other available data.
  • Responsible for IFCAP budget control system and approving invoices within IPPS system.
  • Responsible for timekeeping in Engineering Service. Approving time cards and Overtime or Comp time requests.
  • Responsible for cost effectiveness and efficiency in all fiscal activities, to include operation costs of Motor Vehicle operations, operating supplies, service costs, contracts involving Building Service Equipment and construction projects.
  • Provides updates on engineering status or concerns, orally or in writing, to staff, Section chiefs, Senior Management of Engineering or Medical Center as needed.
  • Communicates for the purpose of coordinating Engineering activities with professional and administrative staff, outside agencies, patients, visitors.
  • Uses interpersonal skills in presenting any recommendations or negotiating solutions to disputed recommendations. Uses the ability to interact with other disciplines to solve problems and deal effectively with uncooperative or unreceptive persons to bring problems to resolution.
  • Develops and maintains reporting systems which are inter-related, such as manpower list/position history, resource actions, recruitment activities, work orders, organizational chart updates.
  • Coordinates Engineering contracts, and ratification documentation.
  • Develops and maintains information/data in various forms for use in the Annual Business Plan.
  • Perform other duties as assigned
Work Schedule: 8:00am-4:30pm Monday - Friday
Telework: Ad-hoc and as determined by the agency policy.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/30/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Adapting quantitative analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and organizational productivity in areas such as All employee surveys, work orders in the areas of Maintenance and Operations, and staffing utilization in all sections; Formulating administrative polices and procedures through researched knowledge of regulations and guidelines, and to implement programs having both immediate and long-range effects upon the public and other governmental agencies bot directly and indirectly; AND Operating a variety of automated computer programs, such as Microsoft Office suite, Smart Draw, ProClarity, WebHR, VA Personal Identity Verification Portal, to develop documents, charts and computer presentations. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or, 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Ph.D. or equivalent doctoral degree or, 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
