As LOGISTICS MANAGEMENT SPECIALIST(TITLE 32), GS-0346-7/9, you will function as a logistics manager and to serve as the organizational Property Book Officer (PBO) responsible for routine accomplishment and oversight of property accountability functions.

Major Duties - This is NOT an all-inclusive list:

  • Develop, implement, and evaluate logistics and property accountability policies for an organization.
  • Analyze logistics and equipment readiness data to prepare or support organizational readiness reporting.
  • Review current and future MTOE or force structure changes to determine impact on equipment authorizations.
  • Plan, develop, and implement procedures for the transfer and redistribution of property assets.
  • Evaluate the effectiveness of logistics and property accountability programs across subordinate units.
  • Maintain property book accountability using automated systems and supporting documentation.
  • Establish and maintain hand receipt files to ensure accurate accountability of non-expendable property.
  • Review, analyze, and correct property management source documents prior to system input.
  • Conduct continuous analysis of property accounting and equipment status data to ensure accuracy and timeliness.
  • Resolve discrepancies and errors identified on automated system listings and reports.
  • Make property assignment and redistribution decisions based on commander guidance and operational intent.
  • Determine authorized substitutes for non-expendable equipment shortages in accordance with regulations.
  • Analyze proposed lateral transfer or turn-in actions to assess impact on organizational readiness.
  • Direct and provide recommendations on investigations involving loss, damage, or destruction of property.
  • Approve or oversee logistics funding when designated.
  • Provide technical guidance to organizational logistics personnel on property accountability requirements.
  • Advise commanders and staff on logistics, supply discipline, and property book operations.
  • Develop and provide written procedures for inventories and change of command property accountability actions.
  • Guide subordinate units in the execution of inspections, reconciliations, and inventory processes.
  • Direct and review the work of lower-graded personnel in the absence of the logistics officer.

  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

Qualifications

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence:

  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will be U.S. Citizens.


Military Grades: Warrant Officer & Enlisted Only - Minimum rank requirement of SGT & May not exceed the rank of WO1.


SPECIALIZED EXPERIENCE: GS-09 Level - MUST possess specialized experience which includes at least 1-year specialized experience, education or training equivalent to at least the next lower grade level; Experience, education, or training which involved detailed knowledge of organizations and their functions in logistical support (i.e., supply, maintenance, quality assurance, facilities); Experience planning and organizing work assignments. GS-07 Level - MUST possess specialized experience which includes at least 1-year specialized experience, education or training equivalent to at least the next lower grade level; Experience, education, or training involving knowledge of organizations and their functions in logistical support; Experience integrating actions of support activities to meet program goals; Experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks and comply with regulations, laws, or practices.
