The incumbent serves as Director with responsibility as advisor and program manager for a variety of systems and applications. The incumbent supervises a staff comprised of HR information systems and processing professionals to ensure HRIS requirements are accomplished for the EOP.

As a SUPERVISORY HUMAN RESOURCES SPECIALIST, GS-0201-15, your typical work assignments may include but are not limited to the following:

  • Provides expert advice and guidance on the interpretation and implementation of all HR automated systems (reporting and processing) policies, procedures and innovations, the incumbent manages the design, development, operation and maintenance of all current and future automated systems supporting personnel, payroll, and time and attendance functions.
  • Assigns responsibilities to subordinates, reviews the work and provides guidance assistance on technical and administrative matters.
  • Responsible for the overall HR technical coordination for automated services in the EOP. Maintains liaison with HR (e.g., Talent Acquisition Division), EOP users, the central system service providers and IT staff.
  • Establishes standard operating procedures (SOPs) and guidelines for the day-to-day operation of HR automated systems. Proposes system revisions and analyzes changes that are planned by systems providers.
  • Develops and executes quality control techniques to ensure the quality and accuracy of all HR automated systems, including identifying errors or issues resulting in non-transmittal of records using problem solving skills to develop preventive procedures.
  • Develops and evaluates long-range strategic plans to accomplish delivery of a variety of special projects in support of OA's mission.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.

TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.

ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

SPECIALIZED EXPERIENCE:
You must have one full year (52 weeks) at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal Service or private sector. Specialized experience for this position is defined as performing ALL of the following functions:
1) Directing and managing the establishment, maintenance, and operation of personnel and payroll processing capabilities.
2) Influencing the implementation of human resources systems/projects that are intended to improve HR automated systems management.
3) Participating in and liaising with other component or office leadership in the development and revision of policies and procedures that effect both the daily and long-range HR operations and accuracy of the HR processing and compliance with regulatory and legal requirements (e.g. GAO, OMB, and the Treasury Department); AND
4) Overseeing programs, special projects, and/or studies which require analysis of interrelated issues of effectiveness, efficiency and productivity of human resources related systems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
