Duties

Help

As a Deputy Chief of Operations, GS-0301-15, your typical work assignments may include but are not limited to the following:

  • As Deputy COO the incumbent directs the administration and management of OCOO policies, standard development and operations in support of requirements of the EOP Campus (EOPC). The incumbent serves as the trusted advisor to the COO with improving processes and workflows to increase productivity and reduce costs. Supports budgeting and forecasting from an operation perspective. Ensures efficient use of resources, coordination with EOP Campus partners, including the General Services Administration (GSA), the United States Secret Service (USSS), the White House Military Office (WHMO), the National Park Service (NPS), the United States Postal Service, the D.C. National Guard (DCNG) and other federal and local entities.
  • Participates in short, mid and long-range planning, providing program objectives, development and direction. Oversees all facilities operations/maintenance and construction projects on the EOPC. Responsible for long-term strategic planning and execution reviews to support expansion, scaling or restructuring efforts.
  • Makes recommendations to the COO on management matters or proposals coming to OA for review, approval or decision from various sources within OA and the EOP. Prepare operational reports and briefings for leadership in the areas of including facility management, construction project management, interior design and space planning, mail delivery and logistics support, warehouse and supply operations, library and research services, emergency preparedness planning and training and continuity of operations planning and execution.
  • Provides personnel management and leadership working through subordinate supervisors to plan, schedule and assign programs and projects, and establish priorities and deadlines for achieving objectives. Establishes guidelines and performance expectations for staff, ensuring that measurable performance management standards and work plans are in place for each staff member.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.

TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.

ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

SPECIALIZED EXPERIENCE:
Applicants must have one full year (52 weeks) at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal Service or private sector. Specialized experience for this position is defined as performing ALL of the following functions:

  1. Directing and managing professional, technical, and administrative programs which involves in-depth knowledge of the scope of an organization's responsibilities, operations, procedures, and services.
  2. Providing guidance to staff and leadership on the concepts, feasibility, and policies relating to operation services, library services, continuity and emergency operations, space utilization, design and communications and facilities/construction management.
  3. Managing multi-million budget by forecasting needs from an operational perspective by tracking all costs and identifying savings opportunities. This involves developing appropriate strategies to ensure annual fiscal year funds do not expire and can be reused before the end of the fiscal year; AND
  4. Overseeing programs, special projects, and/or studies which require analysis of interrelated issues of effectiveness, efficiency and productivity of programs and determining or recommending policies or actions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
