The United States Space Force (USSF) at Ka'ena Point Space Force Station, Waianae, Hawaii is searching for an Anti-Terrorism & Base Defense Program Manager to support Det 4, 22 SOPS (NH-0800-03, GS-12/13 Equivalent).

Description:
Are you a seasoned security professional who thrives on protecting critical national assets and personnel? We are seeking a dynamic Security Specialist to serve as our go-to expert for safeguarding our people, information, and mission at Ka'ena Point Space Force Station (SFS). In this vital role, you are the architect and manager of our comprehensive security program, overseeing everything from physical and information security to anti-terrorism and force protection. Your primary responsibility is to proactively identify risks, develop innovative security solutions, and ensure our defensive posture is robust and compliant with all regulations. You will be the trusted advisor on all security matters, analyzing and resolving complex issues, and ensuring that our team and facilities are secure at all times.

Your day-to-day will be hands-on and impactful, as you conduct physical security inspections, manage access control programs, and lead security education and training for our personnel. A key part of your job will be reviewing construction and modification plans to ensure security standards are integrated from the ground up and serving as the primary liaison with other security and law enforcement agencies. If you are a proactive problem-solver who excels at translating complex regulations into effective, real-world security operations and are ready to take ownership of a mission-critical program at Ka'ena Point SFS, we want you on our team.



Key Skills and Abilities:
1. In-depth knowledge of comprehensive Anti-Terrorism (AT) and Base Defense concepts, principles, and practices to plan and implement installation-level AT and Base Defense operations and an installation-level Physical Security Program.
2. In-depth knowledge of contracted products and services ensuring they are in full compliance with contract requirements and the contracts are being implemented effectively and efficiently to meet organizational goals.
3. Skilled at conducting research, assembling factual data, conducting analysis, drawing conclusions, and communicating recommended solutions in briefings, papers, or reports suitable for use by decision-makers. Must be highly articulate and able to present complex materials in order to plan, organize, and meet deadlines.
4. Ability to apply expert level knowledge of security concepts, principles, and practices to development and implementation of new and improved security policies, procedures, and practices to meet program objectives.
5. Ability to persuade others to accept recommendations, work toward an agreement, and negotiate mutually acceptable solutions.
6. Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing.
7. Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes.
8. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations.

  • Must be a U.S Citizen.
  • Must be able to obtain and maintain a Secret security clearance.
  • Safeguards classified or sensitive budget-related information and/or files.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
  • PCS funding is authorized.
  • Department of Defense Security Physical Security Certification conferral is required within 2 years of the established employee EOD.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • Incumbents on this position may need to be removed from their military recall status if alternatives for filling the position during an emergency are not available
  • Subject to Temporary Duty Assignment (TDY): 15 days per year.
