This is a 1 year detail/temporary promotion. This assignment may be ended earlier or extended, based on management's needs. It may also be made permanent without further competition.

Duties

Help
  • Manages the Division multi-billion dollar contracting portfolio.
  • Oversees the management of procurement of all types of supplies and services, IT, construction and architect-engineer design contracts.
  • Performs continuing review of the contracting activities to ensure that management objectives are being met.
  • Supervises a group of procurement personnel performing contracting operations for information technology projects, construction, and support services for various agencies.
  • Develops long range organizational plans and goals through subordinate organizational chiefs, assigns work to subordinates, determining work schedules and priorities.
  • Designs and structures subordinate positions to ensure optimum effectiveness, and economy according to position management policies and programs.
  • Serves as lead and program manager for multiple USDA wide strategic acquisition initiatives.
  • Interprets technical, legal, and audit decisions and analyzes their impact on the procurement.
  • Makes recommendations to the Division Chief based on anticipated resource requirements and/or changes in organization or functional assignments necessary to accommodate projected workloads.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, occupational series requirements, and specialized experience, as defined below.

Basic Requirement: This position requires applicants to meet basic requirements. Applicants MUST meet the following occupational series basic requirement.

Contracting Series, 1102
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. TRANSCRIPTS MUST BE SUPPLIED WITH APPLICATION MATERIALS.

C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

To be considered for this position as a DETAIL at the GS-15 grade level, you must possess the knowledge, skills, and abilities to potentially qualify for a detail and hold the same grade level you are currently applying for.

To qualify for this position as a TEMPORARY PROMOTION at the GS-15 grade level, you must possess the following minimum qualifications by the announcement close date:

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

At the GS-15 Level -
Specialized Experience:

Applicants must have one year of specialized experience (equivalent to the GS-14 level) which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience carrying out all pre-award and post-award phases of major acquisition programs beginning with the initial strategy and planning phase and continuing through contract negotiation, award, administration, and closeout; providing expert advice and guidance to senior contracting leadership on contracting strategic and operational issues; and, leading Department-wide strategic acquisition initiatives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.

If selected, you will be required to submit Form OGE-450 within 30 days of your initial appointment date, and annually thereafter. Selectee is subject to financial Disclosure Requirements in accordance with 5 CFR, Part 2635, Sub part E regarding business or personal transactions with applicants, borrowers, or business contacts who have or who are seeking business with this Agency. Selectee must be able to obtain and maintain a security clearance. If selected you will be subject to a National Agency Check and Inquiry (NACI) and a credit report.


THIS IS A TEMPORARY ASSIGNMENT NOT TO EXCEED ONE YEAR. The selectee will be given a temporary promotion if eligible or be placed on a lateral detail if already serving at the advertised grade level on a permanent basis. If temporarily promoted, the temporary assignment may be ended earlier or extended, based on management's needs. It may also be made permanent without further competition. Upon completion the selectee will be returned to former or comparable position at the same grade, step, and pay they would have attained if they had not received the temporary assignment.
